Architectural drawings for a borough of flats

Only 18.8 per cent of Hackney's 106,081 households live in a house or bungalow, and just 24.6 per cent own their home. Most households therefore rent, many of them in flats or converted houses.

Householder permitted development excludes flats, so those projects need an application. The freeholder will usually want the drawings too, and some conversions need separate agreement on shared structure.

For a freehold house the picture is better, but conservation areas and Article 4 can still apply.

The new extensions and retrofit guidance

Hackney has adopted a new Residential extensions and alterations SPD, which took effect in the new year and replaced an older document. The council also publishes a Retrofit SPD, relevant when you insulate or upgrade an existing house.

The wider plan is the Hackney Local Plan 2033 (LP33), adopted in 2,020. We draw to the new SPD for all rear, side and roof additions, and we check it again if the council updates it.

The retrofit guide matters for period terraces. An insulation scheme that changes a front elevation can need permission where Article 4 applies.

Conservation areas and Article 4 in Hackney

The council publishes 37 conservation areas and 77 Article 4 directions, mapped as 197 separate areas. Few streets escape every one of them.

Historic England lists 555 entries here: 8 at Grade I, 30 at Grade II* and 510 at Grade II. The Heritage at Risk Register names 40.

Expect the constraints check to find something. When it does, we explain the effect in plain English before any design fee.

    Decision times and approvals

Hackney decided 415 householder applications in the latest twelve months, granting 84.6 per cent, with 91.3 per cent decided within eight weeks or an agreed extension.

National statistics show 421 decisions and 84.3 per cent granted for a nearby period. The council recorded 258 lawful development certificates too.

These numbers are history. They do not tell you how your property will fare.

    Levy and housing costs

Hackney is in band 2 of the Mayor's levy, at £72.73 per square metre for permissions granted this year. The Hackney CIL Charging Schedule sets its own rates by zone: £190/m² (Zone A); £25/m² (Zone B); £55/m² (Zone C); £0/m² (Zone D).

Terraced houses average £960,633 in the latest index, and flats £524,885. We flag any levy liability in the hand-over pack.
