Planning consultant in Hackney
A planning consultant in Hackney spends much of the time on two things: finding out which of the borough's 77 Article 4 directions affect your building, and making sure the application meets the council's published validation checklist. We give a fixed quote after a free constraints check, and our MCIAT chartered architectural technologists draw the plans that the statement relies on.

How we work on planning consultant
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Hackney's validation checklist and what it demands of the drawings
Hackney publishes a planning application validation checklist covering householder, full and outline applications, variations and listed building consent. It does not apply to prior approval or advertisement consent. For drawings the checklist is specific: paper size, key dimensions and a scale bar, with the file limit and bar length shown as 20 MB per file; scale bar 0-10 m.
It also sets the content: existing and proposed elevations, floor plans, site sections with finished floor and site levels, and roof plans, at the scales the council names (1:50 / 1:100). A design and access statement is a national item, and a planning statement is required for major schemes and where obligations apply, and recommended for minor ones.
We draw to this list from the first sheet, not as a last pass. A scale bar that is too short or a missing site section is a small defect that restarts the clock, so it is worth getting right at source.

Article 4, conservation areas and the plan behind them
The council publishes 77 Article 4 directions mapped as 197 separate areas. Add 37 conservation areas and 555 listed entries, and a large share of the borough is under some form of control. In a protected area, work that needs no application elsewhere often needs one here.
The development plan is the Hackney Local Plan 2033 (LP33). Two supplementary documents carry the detail for homes: the Residential extensions and alterations SPD and the Retrofit SPD. The first governs how an extension or alteration should look and sit; the second shapes how the council expects existing buildings to be upgraded for energy. A statement that cites both shows the officer you have read the same material they will.
Because so much of the borough is controlled, we do not assume permitted development. We check the direction, the conservation area and the listing, and say plainly what applies. If rights remain, a Lawful Development Certificate in Hackney confirms them.
Retrofit is worth a separate word. Where an owner wants to insulate a period house, change windows or add solar panels, the right answer depends on the building's status. In a conservation area or a listed building the council will want a careful specification, and a short note on how the work protects the historic fabric helps. We draft that note with the drawings when the scheme calls for it.
The decision figures behind Hackney's applications
Over the latest twelve months we hold, Hackney made 415 householder decisions, granting 84.6 per cent, with 91.3 per cent decided inside eight weeks or an agreed extension. For minor applications the figures are 689 decisions, 81.6 per cent granted and 87.4 per cent in time.
There are more minor decisions than householder ones, which reflects the housing mix: only 18.8 per cent of households live in a house, and 24.6 per cent own their home. Most applicants are flat owners, landlords or small developers, so the work is often conversions and changes to flats and mixed-use buildings.
That matters for how we advise. A leaseholder asking about a roof terrace needs consent from the freeholder as well as the council, and a landlord converting a house needs to check licensing and amenity standards. We put those questions into the free check so that nothing is learned late.
In short, the borough's figures describe a busy, mainly flat-based planning service that decides most cases on time. Your own timetable depends on how complete the first submission is, and that is the part we can control.
How a Hackney brief runs with us
After the check we recommend the route and scope. Most jobs go through our planning drawings service in Hackney with a short written statement. Larger home extensions that rely on the national rules may use the prior approval drawings in Hackney. Where ecology or trees matter we advise on the biodiversity net gain plan in Hackney.
An independent chartered technologist, never the person who drew the set, checks the package against the checklist. Officer amendments are turned round within five working days, and redrawing is free until approval. If a basement is involved, see our basement impact assessment in Hackney.
For energy upgrades, the council's retrofit guidance can help your case, and we cover that in the statement where relevant.
Costs, timing and appeals
A non-major application has a statutory period of 8 weeks, and the householder fee is £548. Community infrastructure levy varies by zone, shown as £190/m² (Zone A); £25/m² (Zone B); £55/m² (Zone C); £0/m² (Zone D) and a Mayoral charge of 60 pounds per square metre applies on top before indexation to larger additions.
If an application is refused, a householder appeal has a deadline of 12 weeks; the planning appeals service in Hackney starts with the decision notice. The wider borough picture is on our architectural drawings page for Hackney, and the service is described under planning consultant.
