How we work on change of use drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.
Request a fixed quoteTown centres and the city fringe
For commercial buildings in the central activity zone, the city fringe and Hackney's town centres, the council's Article 4 page records a direction that is CAZ, city fringe and town centres, from 27 April 2023. A shop or office in those areas cannot become a home under the national route and needs a full planning application.
The council says it will assess such applications against its Local Plan policies. For an investor that means arguing the loss of commercial space, so the application needs evidence of the unit's use and vacancy history, not only a good layout.

Industrial areas and storage buildings
A separate direction covers designated industrial areas, recorded as industrial areas from 5 October 2023. A different direction removes the right to convert storage and distribution buildings to homes across the whole borough.
Hackney has many workshops and yards that look like candidates, so this is the check that most often changes a deal. Outside all the directions, the national route is open: Class E to C3 by prior approval after 2 years' continuous Class E use.
Houses and shared houses
For houses turning into shared lets, the council's list shows no HMO Article 4 direction listed, and its licence applications are processed from 1 May 2026. See HMO conversion drawings in Hackney for the detail.
Whichever use, homes created by change of use must meet the space standard: Homes created under PD must meet the nationally described space standard. In converted workshops the sound standard is the harder one: Separating walls 43 dB DnT,w+Ctr (min); floors and stairs 43 dB airborne (min), 64 dB L'nT,w impact (max) for dwellings formed by material change of use.
The council's record
Hackney has 37 conservation areas and 555 list entries. A full application is a minor one for most conversions: the council decided 689 in the latest published year, granted 81.6 per cent and decided 87.4 per cent in time.
The fee to change a building to separate dwellings is £610 each in a scheme of not more than ten, paid to the council.
