MEP design in Hackney

MEP design in Hackney is the services plan for a home where only 18.8 per cent of households live in a house and most of the older stock is terraced, converted or listed. We design heating, ventilation, electrics and water as one system, with the council's retrofit guidance in view. Fixed quote after a free constraints check.

How we work on mep design

Four steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    4. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Retrofit guidance and London Plan rules in Hackney

Hackney is one of the few boroughs with its own retrofit document. Its Retrofit SPD sits beside the Residential extensions and alterations SPD and the Hackney Local Plan 2033 (LP33), adopted in 2,020. For services design, the retrofit guidance matters because it frames the choices we make about insulation, airtightness and heating together, not in sequence.

Two council validation rules reach services design. An Energy Strategy Statement is required where a scheme provides 1+ dwellings, so even one new flat in a conversion needs one. A Sustainability Impact Assessment has wider triggers (1+ dwellings; 1,000 sq m; 0.5 ha; 1 ha), and it too catches any new home. A loft or rear extension to an existing house adds no dwelling, so neither applies to it, but we still follow the London Plan's cooling order on upper floors, which is where Hackney's tall terraces heat up first.

The practical result is a short note with every set. It states the heating and ventilation strategy, shows how the cooling steps were applied and records the heating choice with its flow temperature, so the council or a future buyer can follow the reasoning.

Terraces, flats and the problem of airtightness

A terraced house here sold for £960,633 on average, a flat for £524,885. Owners are investing in homes that cost a lot to buy, and only 24.6 per cent of households own theirs, so many of our clients are leaseholders asking what they may change within their own flat.

Airtightness is the trap. Insulate and draught-proof a Victorian terrace, and the old leakage that used to ventilate it disappears. Approved Document F sets whole-dwelling rates by bedroom, from 19 litres per second for one bedroom to 37 for four. We design the fans, ducts and trickle or heat-recovery units to reach them quietly, and we find the duct route in the model before it meets a joist.

Where heat pumps are wanted, the design flow temperature is 55 degrees Celsius at most, and the emitters are sized to suit. In a period terrace that often means larger radiators on some walls, or underfloor loops in a new rear extension.

Controls that decide where services can go

Hackney has 37 conservation areas, and its Article Four directions number 77, covering 197 separate areas. Those directions remove permitted development rights, so a flue, vent or external unit on a front elevation may need an application where it would not elsewhere.

Historic England lists 555 entries in the borough: 8 at Grade I, 30 at Grade II* and 510 at Grade II. A further 40 entries are on the Heritage at Risk Register. When a house is listed, the services route inside is part of the application, and we draw it to avoid cutting into original joists and plaster.

Our design places external plant on the rear elevation or a flat roof, with a note of its sound level and distance from windows. The aim is a layout that reads cleanly in a conservation area and passes a neighbour's scrutiny.

    How Hackney is deciding applications

In its latest year the council decided 415 householder applications, granting 84.6 per cent and deciding 91.3 per cent in time. For minor schemes the figures were 689 decisions and 81.6 per cent granted. Those are planning measures. We use them to judge how long the project may wait before building-regulations work begins.

Larger home extensions through prior approval produced 15 grants and 1 refusal in the national returns. The route is therefore used here, and plant on a rear extension has to be considered with the neighbours' windows in mind.

Cost context and what we deliver

Hackney's levy bands differ by zone: £190/m² (Zone A); £25/m² (Zone B); £55/m² (Zone C); £0/m² (Zone D). On top of that comes Mayoral CIL at an indexed £72.73 per square metre. A services design cannot change those charges, but it can show early whether a plant-room extension adds chargeable floor area.

The package includes a heat-loss summary, ventilation layout, power and lighting plans, a water and drainage schematic and plant locations, all drawn into one model. We give a fixed quote after a free constraints check, because a flat refit and a full retrofit differ enormously in scope. A second MCIAT chartered technologist checks every set.

    Questions

When does Hackney ask for an Energy Strategy Statement?

For major schemes and any application providing 1+ dwellings, which includes one new flat in a conversion. An extension to an existing house adds no dwelling.

Does Hackney's retrofit guidance affect services design?

Yes. The Retrofit SPD links insulation, airtightness and heating, and we design the ventilation and heat source to match the fabric upgrade.

Does a Hackney flat conversion need a Sustainability Impact Assessment?

Yes, if it creates a new home: the triggers are 1+ dwellings; 1,000 sq m; 0.5 ha; 1 ha. We supply the services facts it needs.

How much does MEP design cost in Hackney?

Fixed quote after a free constraints check. It depends on the size of the scheme and the systems you want.
