Hounslow's design codes and local plan

The council's core policy document is the Hounslow Local Plan 2015-2030 (Volumes 1 and 2), adopted in 2,015. It has been in place for some years, so the Character, Sustainability and Design Codes SPD is the practical guide officers turn to for detail.

Design codes read like a checklist of detail. They deal with how a new roof, a front elevation or a side extension relates to the character of its street, so the drawings need to show the neighbouring houses beside your own.

We show the street frontage for that reason, so the officer can see the proposal in context and not just on its own plot. Materials, window proportions and roof pitch are noted on the sheets beside the dimensions.

Conservation areas, Article 4 and a World Heritage Site

Hounslow publishes 33 conservation areas, so many streets sit under extra control. Inside one, permitted development is narrower and roof or facade changes can need full permission.

Only 3 Article 4 directions appear on the council's list, a short list that makes the conservation areas themselves the main limit for most owners.

1 World Heritage Site intersects the borough. Work near a World Heritage Site can be judged for its effect on the site's setting, so a taller extension or a roof alteration on a nearby street may attract closer scrutiny.

    Listed buildings in Hounslow

Historic England lists 519 entries within the borough, and 27 appear on its Heritage at Risk Register. That is a substantial heritage load for one borough.

If you own a listed house you need listed building consent for most alterations, inside as well as out. Check the national heritage list for your address, or ask us during the free constraints check.

Flats, houses and what that means for permitted development

Of Hounslow's 102,961 households, 54 per cent live in a house or bungalow and most of the rest live in flats. Only 45.7 per cent of households own their home.

Flats and maisonettes have no householder permitted development rights, so owners of those homes nearly always need a planning application, often with a freeholder's licence as well. Our flat conversion drawings in Hounslow cover the conversion of a house into flats.

A terraced house here sold for £611,320 on average in the latest Land Registry figures, a price that supports investing in more space.

    How Hounslow decides householder applications

Over its latest twelve months Hounslow decided 689 householder applications and granted 78.5 per cent. As many as 97.8 per cent were decided inside eight weeks or an agreed extension.

The council is fast, and roughly one householder case in five is not granted. A complete, carefully detailed submission therefore counts for more than a quick one. If a case officer asks for changes, we redraw at no charge.

    Levy zones and other costs

Hounslow is in band 2 of the Mayor of London's levy at £72.73 per square metre this year. The borough has its own three-zone schedule, set out as £200/m² (CIL Zone 1, East); £110/m² (CIL Zone 2, Central); £70/m² (CIL Zone 3, West).

The zone for your address depends on where in the borough you live. We note the likely zone in the next-steps pack.

The council has an Article 4 direction on houses in multiple occupation, so a change from a family home to a small shared house needs an application.
