How we work on hmo conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Planning: a trigger tied to occupation

The council's guidance on its direction says it applies borough-wide and is recorded as borough-wide from 4 September 2023. The trigger is occupation: planning permission is needed when a property is newly occupied by three or more people in separate households after that date.

The council also says it will not enforce against existing HMOs, or against HMOs that were lawfully converted before the date. For a buyer that creates a precise question to answer: was the house occupied as an HMO before the date, and can you prove it?

The FAQ adds a point that surprises people. Starting construction work before the date does not avoid the requirement, because it is the occupation that counts. We build the evidence file for existing use, and draw the application where consent is needed.

    Licensing reaches every HMO

The council's licensing policy says the additional scheme applies across the borough, with the position recorded as all HMOs from 11 December 2025. In practice, a shared house of three or more people needs a licence unless exempt.

The policy also deals with the overlap. Where planning permission is needed but has not been obtained, the council can issue a one-year reduced-term licence, so the landlord can remedy the planning issue. Its guidance expects the planning application to come first.

Because both teams read the same layout, we draw it to the standards of each: room sizes, shared facilities, fire safety and escape. Our HMO licence application pack uses the approved sheets.

    What the drawing set shows

For the planning file we prepare measured existing and proposed floor plans, a room schedule, the shared kitchen and bathrooms and a site plan showing parking, cycle and refuse storage. Hounslow has 54 per cent of households in houses, and many conversions are inter-war semis near Heathrow and the Piccadilly line.

If extra rooms are needed, see rear extension drawings in Hounslow and loft conversion drawings in Hounslow. Green Belt covers 22 per cent of the borough.

    How Hounslow decides small schemes

A new HMO is a minor application. Hounslow decided 312 minor applications in the latest published year, granted 72.4 per cent and decided 97.1 per cent in time. It has 33 conservation areas.

    Levy and the alternatives

The borough levy is zoned: £200/m² (CIL Zone 1, East); £110/m² (CIL Zone 2, Central); £70/m² (CIL Zone 3, West). The Mayoral levy is in band 2. A conversion without new floor area may not be chargeable.

To compare with flats, see flat conversion drawings in Hounslow; next door, Hillingdon and Ealing have their own rules. The borough overview is architectural drawings in Hounslow.
