How we work on new build drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Design codes: how Hounslow reads a new house

The council's Character, Sustainability and Design Codes SPD is the document an officer opens beside your drawings. It turns the borough's character into codes that a street, a plot and a building can be tested against, so a design is judged on measured relationships rather than on taste.

For a single house or a short terrace that means three things we draw explicitly. First, the building line and the rhythm of the street, shown on a street elevation with the neighbours' ridge heights. Second, the roof form, drawn against the pitch and eaves of the houses around it. Third, the front boundary and the amount of paving, shown on the site plan.

The local plan behind the codes is Hounslow Local Plan 2015-2030 (Volumes 1 and 2), and we cite its policies on the first sheet of every set so the officer sees how each decision was reached.

The honest limit of any code is judgement. Where a plot sits between two character types, we show the officer both readings and explain which one the design follows and why, instead of leaving them to guess.

Three levy zones across one borough

Hounslow charges its community infrastructure levy by zone: £200/m² (CIL Zone 1, East); £110/m² (CIL Zone 2, Central); £70/m² (CIL Zone 3, West). Whether your plot is in the east, centre or west decides which rate applies, and the gap between the first and the last is large enough to change the viability of a small scheme.

On top of that the Mayor charges at band 2, with an indexed rate of £72.73 per square metre for permissions granted this year. Both charges are worked out on new floor area, so we calculate the gross internal area on the drawings the same way the regulations do.

The result is a levy estimate you can see before you commit to a design, and a clear reason for trimming a room if the figure is out of line with the plot.

    Minor housing decisions in Hounslow

A new house is a minor application unless it reaches ten homes. In the latest return Hounslow decided 312 of them and granted 72.4 per cent. It met the timetable on 97.1 per cent, so the council is quick even where the answer is a refusal.

That is lower than its householder grant rate of 78.5 per cent, which is the reason we resist the urge to submit thin drawings. A quick decision on a weak scheme is a quick refusal.

Our planning drawings page describes the householder route, and our lawful development certificate page explains when an existing use can be confirmed before you build on it.

Timing helps you plan your own programme. The statutory period for a non-major scheme is 8 weeks, and Hounslow usually meets it, so a clean submission can reasonably expect a decision close to that point. We book the survey, the drawings and the statement so the application lands complete on the first day, because a validation query costs more time than any design change.

Green Belt, heritage and a World Heritage Site

Green Belt covers 22 per cent of the borough, and the borough also includes 33 conservation areas. A plot inside the Green Belt meets a different set of tests than one outside it.

Hounslow also contains 1 World Heritage Site and 519 listed building entries, 32 of them Grade I. A new house that borders any of these needs a heritage view shown on the drawings, and sometimes a short statement from us explaining the setting.

We identify these constraints before the first sketch. If the plot is ordinary, you hear that in the same call; if it is not, you hear the extra work required and its cost before you instruct us.

Our new build drawings and what comes after

A fixed fee from £1,450 including VAT covers the site plan, floor plans, elevations, sections, roof plan and a street scene, all checked by a second chartered technologist. Free redraws are included if the council asks for changes.

When permission is in place, the same model feeds our construction drawings and building regulations drawings, so the build information starts from the design that was submitted.

    Questions

What does the Hounslow design codes document change for a new house?

It makes street rhythm, roof form and front boundary treatment measurable. We show each on the drawings, with neighbouring ridge heights on a street elevation, so the officer can test the proposal against the codes directly.

Which CIL rate applies to my plot in Hounslow?

The borough charges by zone, with £200/m² (CIL Zone 1, East); £110/m² (CIL Zone 2, Central); £70/m² (CIL Zone 3, West). We confirm your zone from the address and work the levy on the gross internal area shown on the drawings.

How often does Hounslow grant minor housing applications?

In the latest return, 72.4 per cent of 312 minor decisions were granted, and 97.1 per cent were decided in time.

Does a nearby listed building affect a new build in Hounslow?

It can. The borough holds 519 listed building entries and a World Heritage Site, so we check setting early and show the relationship on the elevations.
