How we work on structural engineering
Four steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Building regulations
Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.
Approval and hand-over
Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What the council's validation checklist expects
Waltham Forest publishes a local validation checklist for planning applications. Two of its items concern structure. The first is a basement impact assessment, whose technical reports must come from a chartered engineer or geologist who is a member of the relevant professional body, summarised as Chartered engineer or geologist self-certification.
The second is the structural survey, which the council asks for in one situation: demolition, or work affecting structural integrity, to a listed building, a building in a conservation area or an identified heritage asset. The council's own wording of the scope is Heritage assets only. It must describe condition, structural problems, repair options and cost, written by a qualified conservation professional.
For most homes the practical meaning is simple. A rear extension or a loft on an unprotected terrace does not need a planning structural survey, but still needs design for building control. Demolition or work affecting the structure of a house in a conservation area does need the survey, and we prepare the structural findings in a form the conservation professional can adopt.
The checklist also asks for the basement report to be proportionate to the sensitivity of the site and cross-referenced to any drainage strategy, flood risk assessment or construction logistics plan. We keep one set of ground assumptions across all of them, so reports do not contradict each other.

| BIA technical reports must be prepared and self-certified by a suitably qualified chartered engineer or chartered geologist who is a member of the relevant professional body; scope proportionate to site sensitivity and cross-referenced to any SuDS strategy, FRA or Construction Logistics Plan. | Chartered engineer or geologist self-certification | — | walthamforest.gov.uk, Waltham Forest Local Validation Checklist 2025 (national and local, key changes highlighted), p.12, item 13 |
| A Structural Survey is required for applications involving substantial or full demolition, or affecting structural integrity (including introducing basements), of a listed building, a building in a conservation area or an identified heritage asset. It must describe condition, structural problems, repair options and cost, and a demolition methodology, prepared by a suitably qualified conservation professional. | Heritage assets only | — | walthamforest.gov.uk, Waltham Forest Local Validation Checklist 2025 (national and local, key changes highlighted), p.43, item 55 |

Structural engineering in Waltham Forest: terraces and retrofit
The council's Residential Alterations and Retrofit SPD covers altering homes and improving their fabric. Retrofit is structural more often than people expect. Internal wall insulation thickens the wall and moves the line where joists and lintels bear, a heat pump and cylinder add weight in a cupboard or loft, and a new opening in a retrofitted wall needs a beam that fits the thicker build-up.
Waltham Forest has 102,901 households and 48.9 per cent of them own their home. The average terraced house sold for £624,560 in the latest figures, and the average semi-detached house for £804,982. Those values justify a design that is done properly the first time.
Garden land makes up 24.4 per cent of the borough. Rear and side-return extensions are the obvious use of it, and each needs an opening in the old back wall, a new foundation and a roof that bears on the right places. Our building regulations drawings in Waltham Forest carry the beam references across.
Planning outcomes that shape how you design
Waltham Forest granted 81.5 per cent of its 771 householder decisions in the latest twelve months published, and decided 90.7 per cent in time. Not every householder case is granted here, so the quality of the submission matters.
The larger home extension prior approval route shows a sharper contrast: 31 granted against 87 refused. A deep single-storey extension under that route is judged on neighbour impact, and a design with a modest roof and a slim beam gives the officer less to object to.
The council also processed 593 lawful development certificate applications in the same year, a sign of how many owners test permitted development first. If you take that route, our lawful development certificate service covers the proof, and the structure can then be designed to match.
Trees, green belt and heritage
Trees matter to foundations. The borough lists 231 tree preservation orders, and roots near a house change soil moisture. We make the foundation depth depend on a tree survey and trial pit, then record the reasoning on the drawing so building control can see it.
Green Belt covers 22 per cent of the borough, and the council publishes 15 conservation areas with 15 Article 4 directions. The Article 4 direction areas, numbering 807, are mapped as separate parcels, so check your own address before relying on permitted development.
Listed property is limited, with 118 entries in total, though the survey rule also reaches every conservation area. Where it applies, the design usually starts with a measured survey and an assessment of what can safely be disturbed.
Neighbouring places
Redbridge, Hackney and Newham border Waltham Forest, and their validation lists differ. If your home or an investment sits across a boundary, our guides to architectural drawings in Redbridge and architectural drawings in Hackney will help you compare.

Questions
Does Waltham Forest require a structural survey for planning?
Only in one case. The checklist item applies to: Heritage assets only. Ordinary extensions on unprotected homes do not need it.
Who must prepare a basement impact assessment in Waltham Forest?
The checklist describes the requirement as Chartered engineer or geologist self-certification. We coordinate our structural design with the author.
Does retrofit insulation affect structure?
It can. Internal insulation changes wall thickness and where joists bear, and a heat pump adds weight. We check these when we size beams and floors.
How much does structural engineering cost in Waltham Forest?
Fixed quote after a free constraints check. We price after seeing photographs, existing drawings and the extent of the opening up.
