Article 4 areas and conservation areas in Waltham Forest
The council has published 15 Article 4 directions, which cover 807 separate mapped areas. Each direction withdraws a named right in a defined area, so two neighbouring streets can have different rules.
There are also 15 conservation areas and 118 listed building entries. In a conservation area the Class A rules stop side extensions, cladding and rear extensions of more than one storey, and a listed house needs consent whatever a certificate says.
Maps of this complexity cannot be read from a postcode. We plot your plot on each layer and give you a note of the result before any drawing begins.

Certificate and decision numbers in Waltham Forest
A count of 593 lawful development certificate applications in the latest year shows how often owners here use the route. On planning applications the council decided 771 householder applications and granted 81.5 per cent.
Not every householder application succeeds, so confirming early which route applies is worth doing. Where permitted development is available, a certificate settles the position without a planning decision.
The figures describe past decisions across the borough. They do not predict what the council will do with your house, and we never present them as a forecast.
Green Belt and the borough's alterations guidance
About 22 per cent of Waltham Forest is covered by Green Belt polygons. A house there can still use householder rights in most cases, but the same size limits apply and outbuildings count towards the curtilage total.
The local plan is the Local Plan Part 1: Shaping the Borough 2020-2035, adopted in 2,024. For home alterations the council points to its Residential Alterations and Retrofit SPD. A certificate is decided on the Order, so that guidance does not govern it, but it explains how the council will treat the same project if the certificate fails.
We keep that fallback in view from the start, so a refusal of a certificate leads to a ready planning route rather than a restart.
The limits we draw to
A single-storey rear extension may reach 3 m (attached) / 4 m (detached) beyond the original rear wall, single storey and stand no higher than 4 metres. A two-storey rear extension is tighter: Over one storey: max 3 m beyond the original rear wall and not within 7 m of the rear boundary.
Lofts follow the volume rule of 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. A terraced house takes the lower figure, and an earlier loft conversion by a previous owner counts against it.
We measure from the original house. The survey records existing additions, and a second chartered technologist checks every figure against the Order.
Where a project mixes a rear extension with a side addition, the sheet shows each against its own limit, then the combined footprint against the curtilage rule. That way the officer reads one clear answer rather than assembling it from several drawings.
Prior approval and appeals in the same borough
Waltham Forest granted 31 larger home extension prior approvals and refused 87 in the latest return. Refusals outnumber approvals by a wide margin, which is a warning for any plan that goes beyond the certificate limits and relies on the neighbour-consultation route instead.
The householder grant rate of 81.5 per cent and the in-time rate of 90.7 per cent are past results only, but they show that drawings need to be exact. A certificate drawn precisely to the Order leaves little room for a different reading.
If a certificate or application is refused, you can appeal. Our planning appeals in Waltham Forest page explains how we prepare that case from the same survey.
