Waltham Forest's alterations and retrofit guidance
The council's householder document is the Residential Alterations and Retrofit SPD. It sits beneath the Local Plan Part 1: Shaping the Borough 2020-2035, adopted in 2,024, and next to two further documents: Securing Exemplar Design Quality (planning guidance) and the Urban Design SPD.
Putting alterations and retrofit in one title tells you how the council reads a householder scheme. Insulation, glazing and ventilation upgrades are not an afterthought, and they are the same things building control checks under the energy and ventilation rules. Our drawings show the thermal build-up of every new wall, roof and floor, with the junctions where heat escapes most easily.
Planning and building control remain separate approvals. Planning looks at what the project looks like, and the technical set shows how it is made. When we draw both from a single model, the roof thickness agreed with planning and the insulation depth shown to building control are the same figure.
If your project is a larger refurbishment, the retrofit emphasis matters more. Adding insulation, changing windows and altering a roof in one project can be coordinated in a single set, which saves the builder from guessing at the order of work.

Article 4 directions, Green Belt and trees in Waltham Forest
The council publishes 15 Article 4 directions, which between them cover 807 mapped areas, together with 15 conservation areas and 118 Historic England list entries. About 22 per cent of the council area is covered by green-belt polygons.
These are planning controls and the Building Regulations apply regardless. They do decide what the technical set is allowed to show: where a direction removes permitted development, the design must go through a planning application first, and our drawings follow the approved scheme.
The borough also holds 231 tree preservation orders. A protected tree near a new extension can force a deeper foundation or a changed layout, and building control will want that shown. We plot trees on the site plan at the start.
How Waltham Forest decides applications and what that does to the programme
Waltham Forest decided 771 householder applications in its latest published year. It granted 81.5 per cent and decided 90.7 per cent on time.
Those percentages leave room for delay, so we tell clients to allow for a longer wait than the statutory period. A grant rate says nothing about one house, and we never present it as a forecast. What it changes is the plan: the technical drawings can be completed during the wait, then adjusted if planning asks for changes.
For larger home extensions under prior approval the council granted 31 and refused 87, and it handled 593 lawful development certificate applications.
Housing and who needs the drawings
About 55.1 per cent of households live in a house or bungalow, and 48.9 per cent own their home. That mix means a large share of homes are houses, and owners and landlords alike extend or convert them.
Where a house is split between several households, fire separation and escape routes become the key technical points. Tell us at the first call how the house is used, since the drawings are scoped to match.
Full plans, building notice and the energy rules to come
Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. We submit full plans, so the decision is in hand when the builder starts.
Energy rules change soon: AD L 2026 (Home Energy Model) takes effect 24 Mar 2027 for non-higher-risk work. A retrofit-minded borough makes that date relevant, so we confirm which edition governs your submission and design to it.
Notices matter too. Give notice of intention to start; work may start 2 days after the notice. Our handover pack lists each notice date for your builder.
