How we work on flat conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Which levy zone is your house in?

The council's London Borough of Waltham Forest CIL Charging Schedule splits the borough in two. Houses south of the North Circular, in Leyton, Leytonstone and Walthamstow Village, pay the higher of the two rates; houses to the north, around Chingford and Highams Park, pay the lower. The difference is small per square metre but it multiplies across every new flat.

The Mayor's levy sits on top. Waltham Forest is in charging band 2, and for permissions granted this year the indexed rate is £72.73 per square metre. A conversion that creates a new dwelling cannot use the small-development exemption, so both levies belong in your budget from the start.

On top of those the council's planning fee is £610 for each dwelling created.

No published size threshold, but a retrofit expectation

We found no figure in Waltham Forest's guidance that fixes a minimum house size for flats. The framework is the Local Plan Part 1: Shaping the Borough 2020-2035, adopted in 2,024, together with the Residential Alterations and Retrofit SPD and the Urban Design SPD.

The retrofit guidance is worth reading because a conversion is a major alteration to an existing house. We tie it to the layout: new party floors are drawn as insulated build-ups, and windows and doors are specified with that standard in mind.

Without a size rule, officers weigh each conversion on flat quality, neighbours and the street. A clear design statement with a dimensioned area schedule does most of the work.

What the decision figures mean for a conversion

A conversion is judged as a minor application. Waltham Forest decided 525 of them in the latest year, granted 76.6 per cent and decided 89 per cent in time. For householder cases the figures are 771 decisions, 81.5 per cent granted and 90.7 per cent in time.

Allow programme time in any purchase, because not every case is decided in time. We submit with full drawings so validation does not stall the clock.

    Gardens, Green Belt and trees

55.1 per cent of households live in a house or bungalow, and 48.9 per cent of homes are owner-occupied. Gardens cover 24.4 per cent of the borough's land, so most conversions have space to divide between a ground-floor flat and the home above.

Green Belt takes in 22 per cent of the borough, so we check your plot against the council's map. The council has published 231 tree preservation orders and 218 tree preservation zones, so a protected tree in a neighbour's garden can still affect where a bin store sits.

Heritage is lighter than in inner London, with 15 conservation areas and 15 Article 4 directions, but where they apply the front elevation stays as it is.

The numbers behind a Waltham Forest conversion

The average home sold for £529,102 and the average flat for £389,823. Sound insulation is the cost owners underestimate, and Approved Document E sets it at Separating walls 43 dB DnT,w+Ctr (min); floors and stairs 43 dB airborne (min), 64 dB L'nT,w impact (max) for dwellings formed by material change of use. We draw the floor and wall build-ups on the building regulations drawings in Waltham Forest.

The application starts with planning drawings in Waltham Forest. If you are weighing a smaller project first, lawful development certificates in Waltham Forest cover permitted routes. We also draw in Redbridge and Enfield, and the borough overview is architectural drawings in Waltham Forest.

The council's register at https://placehub.walthamforest.gov.uk/planning/index.html shows what has been granted near you. We read it before we draw, and a second chartered technologist checks every sheet before anything is issued. If officers ask for changes we redraw at no charge until approval, without promising the decision.

Our usual order is a free constraints check, a fixed quote, the measured survey, then layouts you can compare in plan and 3D. You choose one in writing before the design is frozen, which keeps later changes, and the fees they bring, to a minimum.
