Flat conversion drawings in Redbridge

Redbridge sets a floor-area bar that rises with the number of flats, and it wants a family-sized unit on the ground floor with the rear garden. We prepare flat conversion drawings in Redbridge from £1,195 including VAT, as MCIAT chartered architectural technologists, and we test the house against those numbers before any layout is chosen.

How we work on flat conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

    Redbridge's floor-area bar and ground-floor family unit

The council's Housing Design Guide SPD, read with the Redbridge Local Plan 2015-2030, sets the conversion test. It reads: 130 m2 (two units); 180 m2 (three+); 74 m2 family unit. In plain terms, the building must exceed one floor area to become two flats and a larger one to become three or more, and one unit of at least the family size must sit at ground level with access to the rear garden.

The same guidance supports flat conversions only in Metropolitan, District or Local Centres, so a house on a quiet residential road away from a centre meets that hurdle before its size is even measured. The floor-area test is cumulative. A house may clear the floor area for two flats and still fail because the ground-floor family unit would use up so much of the plan that the upper flat is too small to be worth building. For a three-flat scheme the bar is higher again, and the same family unit must still be found.

So we draw the ground floor first. We place the family unit, the garden route and the shared entrance, and then test how much is left above. If the numbers do not close, we tell you in writing before design fees, with the shortfall shown on a plan. Our flat conversion drawings guide explains the full set.

    How Redbridge decides minor applications

Two or three flats count as a minor application. Over the latest twelve months Redbridge decided 387 of them and granted 69.8 per cent, with 88.4 per cent decided within eight weeks or an agreed extension.

The householder caseload is larger and its grant rate higher: 991 decisions with 82.8 per cent granted. A conversion is the harder application, and the rule above explains much of the difference.

The council also handles many lawful development certificates. Its returns record 812 certificates of lawful development over the latest four quarters, a reminder that some changes to a house can be confirmed lawful without full permission. A conversion into flats is not one of them, but supporting works sometimes are.

Land, heritage and the shape of the borough

Green belt covers 34 per cent of Redbridge, so a house inside it meets green-belt tests as well if the scheme adds floor area. The borough has 16 conservation areas and 134 listed building entries.

66.2 per cent of Redbridge households live in a house or bungalow, and 57.1 per cent are owner-occupied. With so many family houses, the family-unit rule is the test to plan around from the start.

We run a constraints check on your address as part of the survey stage. The Redbridge area page lists the borough's wider constraints.

    Levy, fee and value

Redbridge's own levy is a single flat rate across the whole borough, which makes the sum easy to predict: the table shows it. The Mayor's levy is in band 2, at an indexed rate of £72.73 per square metre this year. The exemption for small additions does not apply where a new dwelling is created.

The planning fee is £610 for each flat. A terraced house averages about £534,863 and a flat about £301,186, with a twelve-month price change of -2.7 per cent.

Each flat is also tested for height and sound. The London Plan asks for 2.5 m floor-to-ceiling across most of the flat, and Approved Document E sets the sound targets between flats.

    What the Redbridge set contains

Because the rule is a set of numbers, we show the working on the drawings: the original gross floor area, the area of each proposed flat, and the garden split. An officer can then confirm each limit from the sheet without a query. The set holds existing and proposed floor plans, elevations, sections, a block plan, an area schedule that tests each limit and a garden plan. Approved schemes proceed to building regulations drawings, and separately sold flats need lease plans. Next door, flat conversion drawings in Newham apply a stricter family-house test.

    Questions

How big does a Redbridge house need to be to convert?

The housing guidance asks for more than one floor area for two flats and a larger area for three or more, with a family unit at ground floor. The figures are in the table above.

Why does the ground floor matter?

The council wants a family-sized unit on the ground floor with access to the rear garden, which shapes the whole plan.

    Is the borough levy zoned?

No. Redbridge charges one flat rate across the whole borough.

    What is the planning fee?

It is £610 for each flat created, paid to the council.
