Retrospective planning applications in Waltham Forest
Waltham Forest granted 81.5 per cent of its householder applications in its latest published year, so not every case succeeds and a retrospective one deserves a careful survey before it goes in. We measure what stands, draw it as built and make the case to the council. Fixed quote after a free constraints check.

How we work on retrospective planning applications
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What Waltham Forest expects of a retrospective planning application
The council's householder guide is the Residential Alterations and Retrofit SPD, read with the Local Plan Part 1: Shaping the Borough 2020-2035, adopted in 2,024. The Urban Design SPD supports it on design. The council has no special rule for work already built, so an officer applies these documents as they would to a new drawing.
The word retrofit in the guide's title suggests the council also cares how an extension is built and how it uses energy, so we show wall build-up and insulation on the as-built drawings where we can verify them.
A house in a terraced street gets compared with its neighbours, and an extension that departs from the pattern in height or depth is a frequent reason for refusal.
We also read any earlier decision notice for the address. A planning condition that was ignored on site is a breach in its own right, and we would rather find it than have the officer find it.

Reading the council's record honestly
The council decided 771 householder applications and granted 81.5 per cent. It decided 90.7 per cent within 8 weeks or an agreed extension. A grant rate at that level does not mean an application will fail, but it does mean that work built to the edge of what is acceptable is more exposed.
These figures cover all householder cases, not only retrospective ones, so they are context rather than a forecast. Our job is to find the weak point before the officer does: a flank wall too close to the boundary, a dormer that fills the roof slope, or a rear extension deeper than the guide expects.
Where the work cannot be defended as built, a modest amendment drawn with the application often changes the outcome, and we price that in the quote.
Article 4 directions, conservation areas and green belt
The borough has 15 conservation areas and 15 Article 4 directions, and 22 per cent of its area is green belt. Together they set the places where an owner's assumed rights are most likely to be missing, and where an extension is most likely to be judged against the openness of the setting.
The council also records 231 tree preservation orders. Cutting a protected tree to make room for an extension is a separate problem from the building, and we flag it when we find it.
Historic England lists 118 entries here. Unauthorised work to one of them may also need listed building consent.
Certificates of lawfulness as an alternative
The council handled 593 certificate applications for existing development in its latest published year, so this is a well-used route. If your extension has stood for long enough, or was permitted development when built, a certificate proves it and no retrospective application is needed.
Our Lawful Development Certificate drawings in Waltham Forest cover that route. For work that cannot be proved lawful, we prepare the planning drawings for the application, supported by a measured building survey.
The average Waltham Forest home sold for £529,102 in the latest Land Registry month, and a missing consent can stall a sale.
Fees, timing and appeals
The householder fee is £548, and the council has 8 weeks to decide unless you agree longer. The time limit for enforcement against most unauthorised building works is 10 years. Borough CIL under the London Borough of Waltham Forest CIL Charging Schedule is £108.79/m² (Zone A, north of North Circular); £117.15/m² (Zone B, south of North Circular), and we check whether it applies to new floor area.
After a refusal you have 12 weeks to lodge an appeal, which our planning appeals service can prepare. Everything else we do in the borough is on our architectural drawings in Waltham Forest page, and the Redbridge and Hackney pages cover the neighbouring boroughs.

Questions
Is a retrospective application harder in Waltham Forest than elsewhere?
The council granted 81.5 per cent of householder applications in its latest published year, so not every case succeeds. We test your building against the Residential Alterations and Retrofit SPD first and amend the design where it falls short.
Do tree preservation orders matter for an extension already built?
They can. The council records 231 orders, and removing a protected tree without consent is a separate offence. We check the site and advise.
Can I prove old work lawful instead of applying?
If it is old enough or was permitted development, yes. A certificate of lawfulness is the usual route, and the council handled 593 applications for them in its latest published year.
