How we work on change of use drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

The council's Article 4 page records the Class E direction as from 29 June 2023, selected areas. It names parts of Walthamstow town centre, designated employment areas, industrial locations, and district and neighbourhood centres and parades. The map is in the modified direction, so a unit at the edge of a parade needs the map, not the name.
Inside the areas, a change to homes needs a full application. Outside them, the national route applies, and the council has 56 days to decide a prior approval.

Workshops and light industrial units
Waltham Forest has a long-standing direction on light industrial units. The council's page records: light industrial to homes borough-wide since November 2016. Workshops and studios under railway arches are common here, and many look like easy candidates for homes.
If the unit is a light industrial one, a planning application is the route, and the council can consider the loss of workspace. We assemble the evidence of use and vacancy to go with the drawings.
Houses to shared houses
Small HMOs have been controlled here for years: borough-wide from 16 September 2014, and a licence without consent is likely to be short, usually a one-year licence without consent. See HMO conversion drawings in Waltham Forest.
Waltham Forest has 55.1 per cent of households in houses. Splitting a house into flats is its own route: Using a single dwellinghouse as two or more dwellinghouses is a material change of use. See flat conversion drawings in Waltham Forest.
Standards and the council's record
New homes must meet the space standard: Homes created under PD must meet the nationally described space standard. The council decided 525 minor applications in the latest published year, granted 76.6 per cent and decided 89 per cent in time, and has 15 conservation areas.
The fee to change a building to separate dwellings is £610 each in a scheme of not more than ten, paid to the council.
