Flat conversion drawings in Newham

Newham protects its family houses, and where it does allow a large house to be divided it asks every resulting flat to be a family home with a wide private garden. We prepare flat conversion drawings in Newham from £1,195 including VAT, as MCIAT chartered architectural technologists, and we test your house against the Local Plan before any layout is drawn.

How we work on flat conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

    Newham's family-house policy

Housing policy in the Newham Local Plan 2018 protects family houses. For the largest of them, the policy lets the council consider subdivision only on strict terms. The amenity requirement reads: 45 sqm, min 4 m wide.

Those figures set a hard standard. Large family houses of four bedrooms or more may be split only where every resulting unit is itself a four-bedroom family dwelling, and each must have private amenity space of the stated area, at least four metres wide. A plot that cannot give the garden to every unit fails the test, whatever the layout.

That makes Newham one of the boroughs where measuring comes before drawing. We check the bedroom count, the plot width and the garden depth first, and we tell you in writing, before design fees, whether the policy leaves a route. Where it does, we draw it. Our flat conversion drawings guide explains the full set.

Design guidance and the other limits

The council's Altering and Extending your Home SPD sets out how changes to an existing home are judged, and it is the document officers use for new doors, windows and rear alterations that often come with a conversion. We read it against your address and draw the existing and proposed elevations together.

Newham also has an Article 4 direction for houses in multiple occupation, and 9 conservation areas and 125 listed building entries are published. Green belt covers 2 per cent of the borough, so it is rarely a factor.

With so few designated areas, the constraint that usually decides a Newham scheme is the family-house policy and not heritage. We confirm both in the first desk study. The Newham area page lists the borough's other constraints.

    Decision record for smaller schemes

A conversion is a minor application where it creates fewer than ten homes. Over the latest twelve months Newham decided 407 minor applications and granted 78.9 per cent, with 92.6 per cent decided in eight weeks or an agreed extension.

For householder work the council decided 388 cases, granting 86.9 per cent. The lower minor grant rate follows the pattern in most boroughs: subdivision is judged on more tests than an extension is.

47.1 per cent of Newham households live in a house or bungalow, and the share that owns its home is 30.8 per cent. Our drawings show the layout from the point of view of the case officer's checklist, with each policy test answered on the sheet.

The levy, the fee and the price gap

Newham sits in the lowest Mayoral charging band, band 3, with an indexed rate of £30.3 per square metre this year. The borough levy is zoned by postcode area, with figures in the table, and the small-scheme exemption does not apply where a new dwelling is created.

The planning fee is £610 for each flat. A terraced house averages about £458,668 and a flat about £325,381, and the twelve-month price change is -5 per cent.

The cost side matters as much as the policy side. We set out fee, levy and drawing cost in the next-steps note so you can test the scheme before committing to a build.

    What the Newham set contains

The national and London standards sit on top of the local policy, so each flat is also tested for size, height and sound. The London Plan asks for 2.5 m floor-to-ceiling across most of each flat, and Approved Document E sets the sound targets between flats. We resolve both on the sections before the layout is fixed. The set holds existing and proposed floor plans, elevations, sections, a block plan, an amenity plan and a schedule of areas by flat. Height and sound build-ups are drawn on the sections, and approved schemes proceed to building regulations drawings. Next door, flat conversion drawings in Redbridge apply a different floor-area test.

    Questions

Can I split a four-bedroom house in Newham into small flats?

Not under the policy as written. Large family houses may be subdivided only where every unit is a family home with its own garden of the stated size.

How wide must the private garden be?

The policy asks for private amenity space of 45 sqm, min 4 m wide.

Does heritage often block a Newham conversion?

Rarely, as the borough has 9 conservation areas. The family-house policy is the more common limit.

    What is the planning fee?

It is £610 for each flat created, paid to the council.
