HMO conversion drawings in Waltham Forest
Waltham Forest has controlled small HMOs for longer than most London councils, which means a landlord here is often buying a house whose shared use is either lawful, unlawful or unproven. Our HMO conversion drawings in Waltham Forest start from £879 and we begin by finding out which of the three you are dealing with.

How we work on hmo conversion drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.
Request a fixed quoteAn old direction with a clear cut-off
The council's planning page states that an Article 4 direction is in place across the borough, and gives its reach as borough-wide from 16 September 2014. Any HMO of three to six people created after the cut-off date must have appropriate planning consent. HMOs for seven or more have needed authorisation for many years.
The practical question for a buyer is when the shared use began. The council says an HMO should hold a permission or be able to show established use, and a landlord who can demonstrate use before the cut-off may not need further consent. We help you gather that evidence: tenancy dates, council tax, utility records and licence history.
If the use began after the date and has no consent, the way forward is a retrospective application, not a certificate. Our retrospective planning application service deals with that, and we draw the property as it stands before anything is altered.

How the licence team treats planning status
The licence is decided by a different team, but it reads the planning position. The council says it takes planning status into account, and for unauthorised use it will likely grant a licence for a reduced term, which it describes as usually a one-year licence without consent. The landlord must then return the house to family use or obtain consent within that period.
That turns a missing consent into a ticking clock. We therefore recommend sorting planning before the licence application, not alongside it, so the first licence is a full-term one.
The current additional licensing scheme covers properties of three or more people outside mandatory licensing, and runs April 2025 to 31 May 2030. Our HMO licence application pack uses the same measured plans.
What a planning set shows
We survey the house, then draw each floor as existing and as proposed, with the area of every bedroom marked, the shared kitchen and bathrooms, the stair and escape route, and the garden left for residents. A room schedule lets the officer check the figures without measuring the PDF.
Waltham Forest has a high share of houses, 55.1 per cent of households, so many conversions begin as family terraces where the rear addition is the main space question. See rear extension drawings in Waltham Forest if you plan to build out, and loft conversion drawings for the roof.
How the council decides
A new shared house is a minor application. The council decided 525 of these in its latest published year, granted 76.6 per cent and decided 89 per cent in time. The borough also has 15 conservation areas.
Green Belt covers 22 per cent of the borough, which matters if you intend to extend as well as convert.
Levy and alternatives
The council's charging schedule reads: £108.79/m² (Zone A, north of North Circular); £117.15/m² (Zone B, south of North Circular). A change of use alone may fall outside it, though an extension may not.

Questions
Does Waltham Forest need planning permission for a small HMO?
Yes. The council gives the direction's reach as borough-wide from 16 September 2014, and a three-to-six-person HMO created after that needs consent.
What happens if I licence an HMO without planning consent?
The council will likely grant a shorter licence: usually a one-year licence without consent.
How long does the current additional licensing scheme last?
It runs April 2025 to 31 May 2030, according to the council page.
