Waltham Forest's new rules for rear extensions
The council's Residential Alterations and Retrofit SPD is recent, and it works through two clear tests. The first covers longer single-storey extensions where nothing has been built next door: 2.4 m boundary height (over 3 m deep). For a terraced or semi-detached house, the roof at the side boundary must stay low and the ridge must sit below the first-floor sill.
The SPD sets no other maximum depth, which moves the argument from a number to the drawings. A longer extension can be acceptable if the boundary height, the roof and the neighbour test are right.
The second test is the 45-degree test: 45 degrees (plan and elevation). It applies to single and multi-storey extensions. The line from the corner of the extension must not pass beyond the centre of the neighbour's window, and in elevation it is drawn from half-way down a sloping roof, with a fixed window point for full-height openings.

Single-storey rear extension: the permitted development limits
The house in section with a rear extension; the dashed lines mark the zone near the boundary.
- A · Depth beyond the original rear wall
- 3 m (attached) / 4 m (detached) beyond the original rear wall, single storey
- B · Maximum height
- 4 m
- C · Within the zone near the boundary
- Eaves no higher than 3 m where within 2 m of the curtilage boundary
- D · Larger extension under prior approval
- 6 m (attached) / 8 m (detached), single storey, height max 4 m; not on article 2(3) land or an SSSI
Drawing the tests so the officer can check them
With no depth cap, the burden of proof sits on the drawings. We mark the 45-degree line on the plan from the extension corner and repeat it on the elevation from the half-way point of any sloping roof, so the officer can verify the result at a glance.
We also draw a section across the side boundary showing the wall height, the eaves and the ridge against the first-floor sill. If an adjoining owner has already extended, the guide treats the situation differently, so the survey records what is built next door.
Retrofit and the national limits
The SPD is titled around alterations and retrofit, and a rear extension is a chance to improve the whole house. The Building Regulations set minimum values for new fabric: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4. We coordinate those with the design from the start.
On the planning side, national rules still apply: 3 m (attached) / 4 m (detached) beyond the original rear wall, single storey for permitted development, with prior approval for more: 6 m (attached) / 8 m (detached), single storey, height max 4 m; not on article 2(3) land or an SSSI. A Lawful Development Certificate in Waltham Forest records what a house can do without an application.
Article 4, conservation areas and the Green Belt
Waltham Forest has 15 Article 4 directions and 15 conservation areas, and Historic England lists 118 entries. Where a direction applies, permitted development rights are removed for the matters it names, so a householder application replaces the shortcut.
About 22 per cent of the borough is covered by Green Belt designation, and the borough records 231 tree preservation orders. We check each against your address at the start.
How the council has been deciding householder applications
Waltham Forest decided 771 householder applications in its latest published year and granted 81.5 per cent. Some 90.7 per cent were decided within eight weeks or an agreed extension. Gardens cover about 24.4 per cent of the borough's land in the Greater London land-use survey.
These borough-wide figures describe the past. They show how the council works, not how any one scheme will fare.
