Waltham Forest's rules for dormer loft conversions

The council's Residential Alterations and Retrofit SPD sets out the set-back for a dormer: 0.25 m ridge and eaves; 0.5 m sides. In plain terms, the dormer stays clear of the ridge and eaves, and is pulled in from each side of the roof, so it reads as part of the roof and not a second storey on top of it.

The same section says front dormers are typically not supported. That fits the national rule for permitted development, so a rear dormer is the usual design for a permitted or approved scheme.

For us the guidance fixes the maximum size before the sketch begins. We measure the roof, subtract the set-backs, and the remaining face is the dormer you can build.

Conservation areas, directions and listed homes

A dormer is a roof enlargement, and the national rule is firm: Class B roof enlargements are not permitted development on article 2(3) land. Waltham Forest has 15 conservation areas and 15 Article 4 directions, the latter covering 807 mapped areas. Where either applies, the dormer goes through planning, and the same set-back guidance is what the officer applies.

The borough also lists 118 entries. A listed house needs listed building consent for roof work as well. We check all three before we advise on the route.

The permitted route for a dormer

Outside those areas a dormer can be permitted development if it respects the national limits. On volume: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. On position: No enlargement beyond the plane of a roof slope that forms the principal elevation and fronts a highway. On finish: Exterior materials similar in appearance to the existing house.

The national eaves set-back is: Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension). That is smaller than the council's own figure, so a dormer that is lawful as permitted development may still be set in further when it needs permission. If you want the certainty of paper, a Lawful Development Certificate in Waltham Forest can confirm it.

Any upper-floor side window carries a condition too: Upper-floor side windows obscure-glazed and non-opening below 1.7 m above floor.

How Waltham Forest decides householder applications

In its latest year the council decided 771 householder applications, granted 81.5 per cent and decided 90.7 per cent in time. Those figures cover every type of householder project and say nothing about any one house.

We use them for timing, not prediction. Your design earns its chance by following the published set-backs, and the drawings show each one dimensioned so the officer can check it at a glance.

Stairs, fire and what the drawings include

The new stair has its own standard: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). A new storey also brings a fire requirement: New storey above 4.5 m by loft conversion: protect the full escape route with fire-resisting doors (min E 20) and partitions (min REI 30). Both go on the plans and sections from the start, since a stair that does not fit can move the dormer.

A set starts at £695 with VAT included. A second chartered technologist checks every sheet before it is submitted.

    Questions

How far must a dormer be set in from the ridge and eaves in Waltham Forest?
