Haringey's extension rules and what building control adds
Haringey has 33 conservation areas and 25 Article 4 directions, and Historic England lists 289 entries in the borough. In South Tottenham the council also publishes the House extensions in South Tottenham SPD (revised), which sets how far and in what form a house may be extended. That is a planning test about shape, depth and appearance.
Building control asks a different question: does the thing you build stand up, stay warm and let people escape a fire? Nothing in the extension guidance answers it. A design that satisfies the council on massing still needs foundations, a roof structure, a drainage connection and a fire strategy, and each of those is a sheet in our set.
Planning shapes the design; the Building Regulations decide the construction. We keep the two sets in step, so a change made to win consent is carried straight through to the structure and the energy details.

Houses divided into flats and shared homes
Haringey has an Article 4 direction removing the permitted right to turn a family house into a small shared home, so conversions of that kind need planning permission first. The Building Regulations then apply on top, whatever the use.
The technical issues are the same ones that decide whether a conversion can be lived in safely. Escape routes need protecting, which usually means fire-resisting doors and walls to the stair. Floors and walls between separate households need sound insulation under Part E. Each flat or room needs ventilation and a working drainage connection. Our drawings show all of them at the scale a builder can price, and the notes cite the relevant Approved Document.
If you are converting, our lawful development certificate service in Haringey will tell you whether permission is needed before you commission the technical set.
Larger extensions and the prior approval route
Some Haringey homeowners use the prior approval route to build a deeper rear extension than the standard limit allows. In the period covered by the national statistics, the council granted 13 of these and refused 19, so a refusal is far from unknown.
Whichever way the neighbour consultation goes, the extension still needs its own Building Regulations approval. A deep extension is the case where the technical drawings matter most, because longer spans bring bigger beams, a bigger drain run and more daylight and ventilation questions in the existing rear room.
We also check the extension against the homes either side. A deeper rear room often blocks a neighbour's light or ventilation route, and building control will ask how the new drain, flue or extract leaves the building without crossing someone else's boundary. Those answers belong on the drawings, not in a phone call from site.
Timings and notices in Haringey
Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. On the planning side, Haringey decided 689 householder applications in its latest year, granted 90.3 per cent and decided 94.3 per cent on time. We plan around those figures but never promise a result from them.
Before you start, the rule is: Give notice of intention to start; work may start 2 days after the notice. Commencement and completion are each notified, and the commencement notice is easy to forget when a builder starts early. A building notice lapses after 3 years if work has not begun.
Price, checking and the levy
Building regulations drawings start at £845 with VAT included, fixed before you commit. Each sheet is checked by a second chartered technologist, and if the examiner raises points we revise the sheets at no extra charge. Plans, sections and details all come from one Revit model, so they cannot contradict one another, and the specification names materials and standards that your builder can be held to.
In the handover pack we flag the levy for the work. Haringey is in band 2 of the Mayor's scheme at £72.73 per square metre, and the council's Haringey CIL Charging Schedule 2022 sets zoned rates of £443.52/m² (Western zone); £276.16/m² (Central zone); £60.24/m² (Eastern zone). A terraced house here averages £803,381, so the extra floor area you add can change the sums.

Questions
Do I need building regulations drawings to convert a Haringey house into flats?
Yes. A conversion needs Building Regulations approval for fire separation, escape, sound insulation, ventilation and drainage, in addition to any planning permission.
Does the South Tottenham extensions guidance cover the Building Regulations?
No. It sets the shape and size of extensions for planning. Structure, insulation and fire safety are assessed separately by building control.
How long can I wait before starting once a building notice is given?
The notice lapses after 3 years if work has not started, so the clock is worth knowing.
How much do building regulations drawings cost in Haringey?
From £845 including VAT, fixed up front. Building control charges are separate.
