How we work on velux loft conversion drawings

Nine steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

    8. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    9. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Few protected areas, more room to use your rights

Conservation areas are what usually remove permitted development from a street, and Newham has only 9 of them. Historic England records 125 listed building entries here, a small number beside inner boroughs such as Lambeth or Southwark.

For the many Newham houses outside those areas, the national rule is the whole planning question for a rooflight: Roof alterations (e.g. rooflights) may not protrude more than 0.15 m beyond the roof plane. If the roof is otherwise unchanged and the house has not used its volume allowance on an earlier conversion, a Velux scheme can proceed under Class C, with a lawful development certificate as written proof for a later sale.

That certificate matters in a market where buyers' solicitors ask for evidence that loft work was lawful. We prepare it from the same measured survey as the building control drawings, so the two sets agree.

What the council's householder guide says

Newham's guide for householders is the Altering and Extending your Home SPD. In the guidance we hold there is no rooflight-specific rule with a page reference, so we do not cite one. We draw to the national limit, keep new openings in proportion to the windows below, and refer the officer to the Local Plan adopted in 2,018 for policy.

The borough does have an Article 4 direction for houses in multiple occupation. A loft bedroom in a family house is not an HMO, but we describe the use plainly on the drawings, because the direction means the officer will look at the layout with shared occupation in mind.

Housing mix and who this suits

47.1 per cent of households live in houses or bungalows, with the rest in flats. The flat owners cannot use permitted development for roof changes and usually need the freeholder as well as the council, which we tell them at the first reply.

For the house owners, the market logic is straightforward. A terraced home in Newham averages about £458,668 in the latest index, so a new bedroom is a sizeable part of the home's value. The drawings need to show a real, usable room with proper headroom, not a token space. We check the usable floor area where the ceiling is at least a useful height, and we show that area shaded on the proposed plan so you can judge the room before any work starts.

Decision times and what they mean for programme

In the latest twelve months of published figures Newham decided 388 householder applications, granted 86.9 per cent and decided 97.2 per cent within eight weeks or an agreed extension. That is a strong timing record, which makes the householder route a workable fallback where a certificate is not possible.

We still avoid promising a date, because the council sets its own timetable and an unclear submission can cost weeks. What we can control is the quality of the submission, so the validation team does not send it back for missing plans or an unclear description.

Stair, escape and energy on a Newham terrace

Newham's terraces often have low roofs and tight stairs. The regulations give a reduced standard: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). We draw it on your own measured section and compare more than one stair position.

The escape window is another fixed point: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. And the energy limit for new rooflights is: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4.

Where the roof lacks height, a dormer loft conversion in Newham is the step up, and loft conversion drawings in Newham compares the shapes. The building regulations drawings turn the section into a submission.

    Fee, checking and nearby councils

The fee is £695 including VAT, fixed and published. A second MCIAT chartered technologist checks every sheet, and we redraw for the council at no extra charge.

The borough's wider constraints are under architectural drawings in Newham. Neighbouring councils with different rules include Redbridge, Tower Hamlets and Greenwich.

    Questions

Do Velux rooflights need planning permission in Newham?

For a house with its rights, often not, within this limit: Roof alterations (e.g. rooflights) may not protrude more than 0.15 m beyond the roof plane. A flat, a listed building or a conservation area house needs an application.

Why get a lawful development certificate?

It is written proof the rooflights were lawful, which solicitors ask for when you sell.

How quickly does Newham decide householder cases?

The latest figure is 97.2 per cent decided within eight weeks or an agreed extension. It is a borough-wide statistic, not a promise.

    What do the drawings cost?

£695 including VAT, fixed and published.
