Sutton's own rules for dormer loft conversions
Sutton's Design of Residential Extensions SPD deals with dormers in its appendix on roof extensions. It asks for a dormer to sit below the ridge and away from the hip, to be set behind the line of the main elevation, and to leave part of the roof slope uncovered. Cheeks should be narrow, so the dormer reads as a window in the roof and not as an added storey.
Front dormers are treated cautiously. Where they are not already a feature of the area they are resisted, which is why we put the new room on the rear slope and use rooflights at the front if the stair needs light.
This is an older guide, and the council also publishes the Urban Design Guide SPD under the Sutton Local Plan 2016-2031. Neither gives a single dimension for a dormer, so the judgement is made on proportion. We draw the elevation to show the roof slope left visible around the dormer, which is the first thing a case officer checks.

Loft enlargement in section: the permitted development limits
A dormer on the rear slope, with the limits that decide whether it needs planning permission.
- A · Extra roof volume allowed
- 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume
- B · Set-back from the eaves
- Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension)
- C · Height limit
- No part higher than the highest part of the existing roof
Houses, owners and what that means for dormers
62.9 per cent of Sutton households live in a house or bungalow, and 64.4 per cent own their home. With so many owners holding their own roof, the question is usually which dormer the roof can take, not whether one is possible to apply for.
Roof shape decides a lot. Where the roof is hipped, the guide's wish to keep the dormer away from the hip pulls the window inward, so a design that suits a gable-ended house may not fit the house next door. We survey the roof form before we fix a width, and we show the slope left clear on either side so the proportions can be judged at a glance.
Heritage, Green Belt and the permitted development question
Sutton has 8 conservation areas. Inside one, a roof enlargement is not permitted development: Class B roof enlargements are not permitted development on article 2(3) land. About 14 per cent of the borough is covered by Green Belt polygons, which we check at the address stage so that nothing surprises you after the design is drawn.
Elsewhere a dormer within the national volume limit can be permitted development, and a Lawful Development Certificate in Sutton records that in writing. Historic England lists 209 entries in the borough, and a listed house needs its own consent for roof alterations.
How Sutton has been deciding householder applications
Sutton decided 601 householder applications in its latest published year and granted 91.8 per cent of them. 94.8 per cent were decided within eight weeks or an agreed extension.
Those figures are for all householder work and tell you little about a particular roof. They help us advise on timing. They do not predict a result, and we say so plainly when a street or a roof form makes your case harder than the average.
Drawings, price and checking
A Sutton dormer set shows existing and proposed floor plans, the roof section, all elevations, and the location and block plans. The stair is drawn to the loft standard: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). Our fee is £695 including VAT, agreed before you commit.
A second chartered technologist checks each sheet before it goes to the council. If the council asks for changes, we redraw at no charge until approval. Once the design is settled, loft conversion drawings in Sutton cover the wider conversion, including a simpler rooflight scheme.

Questions
Does Sutton allow dormers on the front of a house?
Front dormers that are not characteristic of the area are resisted in Sutton's design guide. A rear dormer is the normal route, and a front dormer would also need planning permission if it enlarges a slope facing the highway.
How big can a dormer be in Sutton?
The guide gives no fixed dimension. It asks for a dormer below the ridge, away from the hip, behind the main elevation line and not covering the whole slope, with narrow cheeks.
Do I need planning permission for a dormer in Sutton?
Not always. Sutton has 8 conservation areas, where permission is needed. Elsewhere a dormer may be permitted development, which a Lawful Development Certificate can confirm.
How much do dormer loft conversion drawings cost in Sutton?
From £695 including VAT, fixed before you commit. The council's application fee is separate.
