Sutton's guidance on loft conversions
Sutton's development plan is the Sutton Local Plan 2016-2031. For householder projects the supporting guidance is the Design of Residential Extensions SPD, with the Urban Design Guide SPD covering how a building fits its street.
In the council's published guidance we found no figure for loft headroom or dormer size that we can quote. In practice that makes the national rules the measurable test, and the council's judgement falls on appearance: how the roof looks from the road, and what a dormer does to the neighbours' outlook.
Our drawings are built for that judgement. Each loft set shows the proposed roof against the existing one on every elevation, and the dormer is drawn with clear margins from the ridge, eaves and party walls. If the design is permitted development, the same drawings go to the council in a Lawful Development Certificate application.

Loft enlargement in section: the permitted development limits
A dormer on the rear slope, with the limits that decide whether it needs planning permission.
- A · Extra roof volume allowed
- 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume
- B · Set-back from the eaves
- Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension)
- C · Height limit
- No part higher than the highest part of the existing roof
Why a Sutton loft may qualify as permitted development
At the last Census 62.9 per cent of Sutton households lived in a house or bungalow, and the permitted development right for a loft is written for houses. With few conservation areas to restrict it, a typical suburban semi or terrace here has a real chance of qualifying.
The allowance is by volume: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. Other limits apply. No enlargement beyond the plane of a roof slope that forms the principal elevation and fronts a highway. The eaves must be kept and the enlargement set back from them where practicable, and no part may rise above the highest part of the existing roof.
A hip-to-gable conversion or a wide rear dormer can use up the allowance fast, particularly if an earlier owner has already added to the roof. We calculate the volume from the survey, so you know the headroom you are working with before choosing a form.
Where a Sutton loft still needs an application
Permitted development is withdrawn in Sutton's 8 conservation areas, and Historic England lists 209 entries in the borough, each needing its own consent for roof work. Sutton also has an Article 4 direction for houses in multiple occupation, which matters if the new room is for a letting.
A flat is also outside the right. And a design that goes beyond the volume or the front-slope limit needs a householder application, drawn to the council's extension guidance. We say which route is open before you pay for a full design, so you are not committed to the more expensive one by default.
How Sutton has been deciding householder applications
Sutton decided 601 householder applications in its latest published year and granted 91.8 per cent. Of those, 94.8 per cent were decided within eight weeks or an agreed extension.
Those numbers describe the borough's general record on home extensions, not any one loft. We use them to plan the timetable, and they do not change our advice on design.
Stairs and fire: the building regulations side
Whichever route a loft takes, building control checks the stair and the escape. Where full headroom is out of reach, the rule allows a concession: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width).
For the escape route the guidance says: New storey above 4.5 m by loft conversion: protect the full escape route with fire-resisting doors (min E 20) and partitions (min REI 30). That is why the stair position is settled early, on the model, before the dormer is finished.
What the Sutton drawings include and cost
You receive existing and proposed plans, the stair, the roof section and every elevation, with the location and block plans for the application. Loft conversion drawings start at £695 with VAT included, fixed before you commit, and are normally ready about a week after the survey.
A second MCIAT chartered technologist checks every sheet. If the council asks for changes, we redraw at no charge until approval.
Because a Sutton loft may go ahead as permitted development, the drawings are prepared to serve both purposes. The same set supports a Lawful Development Certificate application and, later, the building regulations package, so you are not paying twice for the same measured survey.

Questions
Do I need planning permission for a loft conversion in Sutton?
Often not. A house outside a conservation area can use the permitted development allowance if the work stays within the volume limit and avoids the front slope. A Lawful Development Certificate confirms it.
Does Sutton set a headroom or dormer size limit?
We found no published figure in the council's guidance that we can quote. The national volume and roof limits are the measurable ones.
How many conservation areas does Sutton have?
The council publishes 8. A loft enlargement in one of them is not permitted development.
How much do loft conversion drawings cost in Sutton?
From £695 including VAT, fixed up front. Any council application fee is paid separately.
