The plans behind Epsom and Ewell's decisions

The borough still works under an older generation of policy. Its development plan is the Epsom and Ewell Core Strategy (2007), Plan E Epsom Town Centre Area Action Plan (2011) and Development Management Policies Document (2015). A new Local Plan has been submitted and was at examination when we last checked, so the policies we cite today may change before you build.

Householder guidance is thin on the ground. The council's own design leaflet for home applications is the Householder Applications Design Guidance (guidance document, not an SPD), and it is guidance rather than an adopted supplementary document. A second reference is the Sustainable Design SPD.

Because the householder guidance is short, the officer's judgement on the day carries more weight than a checklist would. We therefore draw the street relationship carefully: roof ridge against the neighbours, side gaps, and the depth of any rear projection. A made neighbourhood plan covers Stoneleigh and Auriol, and we read it whenever your address falls inside it.

Conservation areas, listed houses and protected trees

With 28 conservation areas, a good share of the borough's streets have tighter rules on windows, roofs and front boundaries than the standard permitted development allowance. Our constraints check tells you which side of the line you are on before any design fee is spent.

Historic England records 325 list entries here: 0 at Grade I, 17 at Grade II* and 302 at Grade II. There are also 2 scheduled monuments and 3 entries on the Heritage at Risk Register. The council has made 1 Article 4 direction, which takes extra rights away in its mapped areas.

Trees are the quieter constraint. The council publishes 415 tree preservation orders, and a protected tree in a back garden can decide where a rear extension may stand. We plot trees on the survey and keep the building line clear of root zones where we can. About 46 per cent of the borough is green belt, which brings tighter limits on how much a home outside the built-up area may grow.

Who lives here and what it means for your project

The Census counted 31,321 households. Roughly 74.6 per cent live in a house or bungalow, and 74 per cent own their home. That mix is why householder extensions, lofts and garden rooms make up most of our work here.

Prices explain the appetite for extending. The average terraced home sold for £491,420 in the latest Land Registry figures, a semi-detached for £649,771 and a detached house for £982,917. Many owners weigh the cost of adding a bedroom against the cost of moving up the ladder.

How the council handles householder applications

In its latest twelve months of figures the council decided 411 householder applications and granted 86.9 per cent. Of these, 94.9 per cent were decided within eight weeks or an agreed extension. Those are past results across the whole borough, not a forecast for your house.

Prior approval for larger rear extensions is used here too: 3 were granted and 0 refused in the latest year of government returns. The council also issued 177 lawful development certificates, so proving permitted development in writing is a well-trodden route.

You can read how the council treated neighbours' schemes on its online planning search. We review the same record for your terrace, as part of the free check, before we advise on the route.

    Community levy and other costs

The charging schedule is the Epsom and Ewell CIL Charging Schedule (April 2014). Its residential rate for permissions granted this year is £209.21/m² (residential dwellings, C3). Whether a householder scheme is liable depends on floor area and exemptions, so we flag it in the pack we hand over rather than leave it as a surprise.

The council's application fee is separate and is paid to the council. Our own fee is fixed and published: planning drawings start at £745 including VAT.

What we do in the first week on an Epsom or Ewell job

The call comes first. You tell us what you want to build and we ask about the house: semi or terrace, whether it has been extended, whether the loft is already converted. Those answers decide the shape of the constraints check.

Next we send a short written summary. It names the conservation area if there is one, notes any listed neighbour, flags protected trees near the plot, and says whether permitted development looks available. You then choose between a lawful development certificate and a full application with the facts in front of you.

A measured survey follows when the existing drawings are missing or doubtful. Older houses in the borough often differ from the plans on file, and a few hours with a laser measure saves redrawing later. Every set is checked by a second technologist before it goes anywhere.

    Neighbours, boundaries and access

Terraced and semi-detached plots here are often narrow, so the party wall and the side boundary come up early. If your design touches a shared wall, a party wall notice is a separate civil process, and we flag it in the next-steps pack.

Access matters for builders too. We note where skips and deliveries can stand and where scaffolding must cross a neighbour's land, so the conversation with next door happens before the application rather than after a letter of objection.

Architectural drawings for Epsom and Ewell homes: what we cover

Most projects begin with planning drawings in Epsom and Ewell. If your work might not need an application, a Lawful Development Certificate in Epsom and Ewell puts the answer on record.

Once the design is settled, building regulations drawings in Epsom and Ewell turn it into technical sheets, and loft conversion drawings in Epsom and Ewell suit many semi-detached homes. Across the boundary, see our pages for Reigate and Banstead, Mole Valley and Sutton.

    Questions

Do I need planning permission for an extension in Epsom and Ewell?

It depends on the address. With 28 conservation areas and 1 Article 4 direction, many streets have fewer rights than the national allowance, and flats have none. Send us the address and we confirm the route before you pay.

How much do architectural drawings cost in Epsom and Ewell?

Householder planning drawings start at £745 including VAT, fixed and published up front. The council's own application fee is paid separately to the council.

Is my house near a protected tree?

The council publishes 415 tree preservation orders. We check the register against your plot in the free constraints check and show any protected tree on the site plan.

Which guidance does the council use for home extensions?

Mainly the Householder Applications Design Guidance (guidance document, not an SPD), supported by the Sustainable Design SPD. We prepare the drawings against both.
