Sutton's own guidance and what it means for an LDC
A certificate is decided on the Order, not on local design guidance. Even so, Sutton's Design of Residential Extensions SPD is the document its planners use when a project falls outside permitted development, so we read it alongside the Order. If a scheme sits close to a limit, knowing how the council treats the same extension as a full application helps you decide whether to trim it or to apply for permission.
The borough's development plan is the Sutton Local Plan 2016-2031, adopted in 2,018, and the Urban Design Guide SPD sits beside it. Neither changes what permitted development allows. They matter when the certificate is not available and you need the fallback.
We keep the two routes side by side from the first sketch. That way a refusal to grant a certificate does not send you back to the beginning.

Green Belt and conservation areas in Sutton
About 14 per cent of Sutton is covered by Green Belt polygons. Householder permitted development rights still apply on Green Belt land in most cases, but the size limits are the same and every outbuilding counts towards the curtilage total.
Conservation areas are more restrictive. Sutton has 8, and inside them side extensions and rear extensions of more than one storey are outside Class A. The borough also contains 209 listed building entries, and a listed house needs listed building consent whatever a certificate says.
A postcode check is not enough because a boundary can split a single street. We plot the plot itself on the council's map and keep the printout with your file.
Extending a Sutton semi under permitted development
Semi-detached and detached houses are the usual candidates here. A single-storey rear extension is limited to 3 m (attached) / 4 m (detached) beyond the original rear wall, single storey, and the height cap is 4 metres. Eaves close to a boundary are held down: Eaves no higher than 3 m where within 2 m of the curtilage boundary.
Lofts follow the volume rule. Under Class B you may add 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume, and a hip-to-gable or rear dormer is usually measured against it. A previous roof alteration counts, so we ask for the building control history.
Where a project combines a rear extension, a loft and an outbuilding, the curtilage limit often bites first. The rule reads: Buildings (other than the original house) may not cover more than 50% of the curtilage. We total the areas on one sheet so the answer is clear before you apply.
How many certificates Sutton handles
The government's planning returns record 297 lawful development certificate applications in Sutton in the latest year. The route is plainly in regular use here.
Householder planning decisions give a second view. Sutton decided 601 of them and granted 91.8 per cent. Those figures describe planning applications, not certificates, and say nothing about your house.
Because the certificate is decided on the Order alone, the drawings carry more weight than any argument. Each limit that applies to your project is marked on the sheet beside the dimension it tests, so the case officer can check the figures without writing back to us for clarification.
Why larger rear extensions are a different question in Sutton
Some projects need more depth than the certificate limits allow, and the record shows how Sutton treats those requests. In its latest return the council granted 9 larger home extension prior approvals and refused 35. Those are prior approvals, not certificates, but they show that the neighbour consultation step is where deeper extensions are often decided.
The difference matters for your plan. A certificate confirms a project that already sits inside the Order's limits. Prior approval lets a deeper single-storey extension go ahead after the council has considered neighbours' views. If your wish list is close to the limit, we can draw both options from one survey so you can compare them. See prior approval drawings in Sutton for how that route works.
Sutton's minor applications, which include small schemes beyond householder work, were granted at 76.5 per cent across 196 decisions. We mention it only as background for projects that outgrow both routes.
Fee, drawings and next steps
The council fee for a proposed-use certificate is set nationally: Half the normal planning fee (householder: £274), payable to Sutton. Our fee is fixed before you commit, a second chartered technologist checks every sheet, and changes the officer asks for are redrawn at no charge until approval.
If the certificate route closes, our planning drawings in Sutton take the same survey forward. Once the design is settled, building regulations drawings in Sutton cover structure and insulation.
Neighbouring boroughs follow different rules, so compare Croydon, Merton and Kingston upon Thames, or read the overview in architectural drawings in Sutton.
