Sutton's own rules for house extensions
The council's guidance is the Design of Residential Extensions SPD, read with the Sutton Local Plan 2016-2031. It sets rear depth by house type. On a terraced house a rear extension should not project more than 2.7 m, and the eaves or a flat roof kept low. On a semi-detached house the guide allows 3 m (max 3.5 m), kept low if it stands on or near the boundary. A detached house can be considered up to 3.5 m, where there is real distance to the boundaries.
Full-width extensions to terraced houses, mid-terraces especially, may be unacceptable where they harm a neighbour's amenity, and an extension should not take up the whole length of the garden. In practice, a mid-terrace owner in Sutton who wants a deep kitchen needs a design argument as well as a drawing.
Two-storey work has its own tests. A side extension should keep a gap of at least 1 m between its flank wall and the boundary, so the street does not read as a terrace. At first floor the guide asks for a setback of 500 mm / 1.5 m, the larger figure applying above an existing garage or ground-floor extension. For two-storey rear extensions the guide gives a depth and a separation distance, 2.5 m; 14 m: where separation is tight, a deeper extension will normally be refused, particularly on a semi-detached house due south of its neighbour.

Gardens, Green Belt and heritage in Sutton
Sutton is a garden borough: domestic gardens cover about 34.5 per cent of its land in the national land-use data. That gives room to extend, and it is also why the council guards rear amenity.
14 per cent of the borough is Green Belt, where extensions face tighter limits, and the borough has 8 conservation areas and 209 list entries. A listed or Green Belt house needs a different approach, so we check the address first.
Prior approval is a harder route in Sutton
A single-storey rear extension can be permitted development within these limits: 3 m (attached) / 4 m (detached) beyond the original rear wall, single storey. Beyond that, the larger home extension route lets you go to 6 m (attached) / 8 m (detached), single storey, height max 4 m; not on article 2(3) land or an SSSI, if the council does not object after neighbours are consulted.
In Sutton's latest published year the council granted 9 and refused 35 of those applications. That is far more refusals than approvals, so a deep extension often does better as a full householder application than as a prior approval. We explain the choice before you pay for either; our planning drawings in Sutton cover the application route.
How Sutton decides householder applications
Sutton decided 601 householder applications in its latest published year, granting 91.8 per cent and deciding 94.8 per cent within eight weeks or an agreed extension. These figures cover every type of householder project. We use them to plan timing, not to forecast a decision.
What a Sutton extension set includes
You receive existing and proposed plans, every elevation, a section through the extension and the location and block plans, with depth, eaves height and any setback dimensioned so the council can check them against its guide. Prices start at £695 including VAT. A second chartered technologist checks each set, and if the council asks for changes we redraw them free until approval.
Our building regulations drawings in Sutton follow once the design is agreed. Sutton's CIL rate is £100/m² (Residential, borough-wide), and residential extensions can usually claim an exemption: Residential extensions and annexes can claim exemption (claim before commencement).
