Lambeth's design guide and the technical drawings

Lambeth does not publish a single householder rulebook. Its advice sits in a Design Guide split into parts, and the part that matters for alterations is the Lambeth Design Guide SPD Part 4: Building Alterations, Extensions and Retrofit. It supports the Lambeth Local Plan 2021, and it is the document a planning officer reads your drawings against.

Building regulations drawings answer a different question, but they must not contradict it. If the planning set shows a thin rear addition with a flat roof, the technical set has to show how that roof is insulated, drained and supported without growing the form the council has already seen. We draft the planning and technical sets from one model, so a change in one shows up in the other.

Retrofit is in the title of Part 4, which is a useful clue. Insulation, glazing and ventilation upgrades are treated as ordinary alterations in Lambeth, and under the Building Regulations they are controlled work as well. Where you are improving a thermal element, the drawings carry the build-up and the notes that building control will look for.

Any new lower floor is a separate matter. Lambeth publishes the Lambeth Design Guide SPD Part 5: Basements, and a basement brings structure, waterproofing and drainage questions that need an engineer from the start. We coordinate with yours, or help you find one.

Heritage controls that shape what Lambeth building control sees

The council publishes 64 conservation areas and 12 Article 4 directions, which between them mark 223 areas on the map. Historic England adds 953 list entries inside the borough.

Planning rules and building regulations stay separate, but the heritage setting still reaches the technical drawings. In a conservation area, the window you replace for thermal reasons is judged by a planning officer on its appearance and by building control on its performance. We draw both answers into one detail so neither side is surprised.

Listed houses need extra care. Internal insulation, a new stair or a changed floor can alter historic fabric, and the consent for that is separate from the Building Regulations. We tell you early where a technical choice would need that consent first.

Full plans or building notice for a Lambeth project

Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. That gives you a decided set before the builder starts, which matters on a terrace, where a surprise on site is hard to absorb next to neighbours.

A building notice avoids the wait, but the checking moves onto site. For a small, familiar job that can be fine, and we will say so. For a loft, a rear extension or any alteration that touches the party wall, we prepare full plans.

Whichever route you take, notice has to be given to building control. Give notice of intention to start; work may start 2 days after the notice, and at the end: Notify completion within 5 days of completing the work. Our handover pack lists both so your builder does not miss them.

Flats, freeholds and who needs the drawings

Only 24.8 per cent of Lambeth's households live in a house or bungalow, and 33 per cent own their home. Where the home is a leasehold flat, the freeholder's consent and the lease terms run alongside the technical drawings.

A freeholder will usually ask for the structural and fire details before agreeing to alterations in a flat, which is another reason to have the set drawn properly before you ask. We supply a clean PDF set that you can pass to the managing agent without editing.

What the council has been deciding, and what it means for timing

Lambeth decided 595 householder applications in its latest published year. It granted 83.4 per cent, and 93.4 per cent were decided on time.

Those figures describe planning, not building control, and they say nothing about your house. We use them for one practical point: a planning decision is usually quick enough that the technical drawings can be finished while it is pending, so work can start soon after consent.

What you receive, and where to go next

A Lambeth set normally includes foundation and floor plans, sections through the new structure, wall, roof and floor build-ups, drainage layout and a specification of materials. A second chartered technologist checks every sheet, and if building control raises points we revise the drawings without a further fee.

If the design is not settled yet, start with planning drawings in Lambeth. Beam sizes come from structural calculations in Lambeth, and the full set of drawings for a builder is covered under construction drawings in Lambeth.

For the borough as a whole see architectural drawings in Lambeth. Over the border, building regulations drawings in Southwark and in Wandsworth follow the same service with each council's own guidance.

    Questions

Do I need building regulations drawings for a flat conversion in Lambeth?

Yes. Altering a flat's structure, fire protection, drainage or insulation is controlled work, and a freeholder will normally want the technical set before agreeing. Lambeth also has an Article 4 direction for houses in multiple occupation, which is a planning matter.

Which Lambeth guidance sits behind the drawings?

The Lambeth Design Guide SPD Part 4: Building Alterations, Extensions and Retrofit covers alterations, and the Lambeth Design Guide SPD Part 5: Basements covers basements. The technical drawings follow the Building Regulations, but we keep them consistent with the planning set.

How much do building regulations drawings cost in Lambeth?

From £845 including VAT, fixed up front. Building control charges are paid separately.

How long does Lambeth building control take to decide a full plans application?

Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. Actual timing varies, so leave some slack before your builder starts.
