How Lambeth's guidance shapes a loft conversion
Lambeth's householder guidance is in the Lambeth Design Guide SPD Part 4: Building Alterations, Extensions and Retrofit, within the borough's Lambeth Local Plan 2021. The council's pages do not state one loft measurement for us to quote, so the guide works as a frame: new roof forms are judged against the original building and the street.
Lambeth also publishes Lambeth Design Guide SPD Part 2: Advice for All Development, which applies to all development. We read the two together, and we note on the drawings which parts of the guidance each design choice answers.
Nationally, the permitted volume rule reads: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. Earlier roof additions count towards it, so we ask what the house has already.
Part of the work is simple translation. A roof that looks fine from the back garden may still be read by the council from the street, so we draw the view from the road as well as the plan, and show what the new roof does to the line of the terrace or pair.

Loft enlargement in section: the permitted development limits
A dormer on the rear slope, with the limits that decide whether it needs planning permission.
- A · Extra roof volume allowed
- 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume
- B · Set-back from the eaves
- Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension)
- C · Height limit
- No part higher than the highest part of the existing roof
Conservation areas and Article 4 in Lambeth
With 64 conservation areas, Lambeth has many streets where a roof enlargement is not permitted development. The council also publishes 12 Article 4 directions over 223 mapped areas, which can remove further rights on a house outside any conservation area.
Historic England lists 953 entries in the borough, of which 6 are Grade I and 56 Grade II*. A listed house needs listed building consent for roof alterations, and its drawings follow a different standard.
We also note that a neighbour's approved loft is not a safe precedent. It may sit under a different designation, or have been decided under older guidance, and we check both before we rely on it.
Houses and flats in Lambeth
Only 24.8 per cent of Lambeth households live in a house or bungalow, and 33 per cent own their home. The permitted right for roofs covers houses and not flats, so a flat owner needs a planning application and usually a licence from the freeholder. We prepare the drawings for either route; the lease itself is for your solicitor.
For house owners, the limits are the conservation area map, any Article 4 direction, listing and the volume rule.
Surveying a Lambeth roof
A survey that records ridge, eaves, party walls, chimney breasts and the floors below on one datum gives a loft design that fits the building rather than a typical house. Where a roof shares a party wall or a ridge with a neighbour, the survey shows exactly where.
The stair follows. Building regulations allow lofts a concession: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). A new storey also needs a protected escape route, and the roof must meet the insulation standard for new elements. Our building regulations drawings in Lambeth cover both.
The result is a design you can build from, not a sketch. The beam sizes, the stair position and the position of the new windows are all settled on the same set of measurements, which avoids the usual late surprise when a structural engineer finds that the roof is not where the drawing said.
Permitted development or planning permission for a Lambeth loft
A house outside a conservation area, not listed and not under a roof-related direction may convert under permitted development within the limits. A Lawful Development Certificate in Lambeth records that in writing and is useful at resale.
Otherwise a householder application is needed, and our planning drawings in Lambeth are drawn to the council's validation list. We tell you which applies at the free constraints check.
Where permission is needed, a short design note goes with the drawings. It says how the new roof relates to the original, what is visible from the street and why the scale suits the building. Answering those questions on paper, before they are asked, keeps the application moving.
How Lambeth decides householder applications
Lambeth decided 595 householder applications in its latest published year and granted 83.4 per cent. 93.4 per cent were decided within eight weeks or an agreed extension.
The figures cover all householder applications and say nothing about any one roof.
