House extension under construction with scaffolding, new glazed doors and building materials

A residential City of flats, listed estates and tall buildings

The City has 4,914 households and only 2 per cent of them live in a house. Nearly every project is a flat refurbishment: a reconfigured layout, a new bathroom, an opened-up kitchen, a mezzanine or a change to the services.

The setting is protected. The Corporation publishes 28 conservation areas, and Historic England lists 637 buildings in the square mile, including 86 at Grade I and 82 at Grade II*. The Barbican estate has its own Barbican Estate Listed Building Management Guidelines: Volume I Introduction and Volume II Residential (SPD).

That guidance is a planning and listed-building matter. For the construction set, it means that what can be done to a wall, floor or window is limited before any regulation is read, and our sheets have to respect both.

Building regulations drawings in City of London for flat refurbishments

In a flat, the Building Regulations questions are different from an extension. Is the wall you want to open load-bearing? What does the floor build-up do for sound between dwellings? Is the protected escape route to the stair still intact after your new layout? Does the extract from the new kitchen or bathroom reach outside?

Our drawings answer each on the sheet, with plans before and after, sections through the floor, and notes citing the Approved Document that applies. In a high-rise or older block the fire strategy of the whole building matters, and we draw so that your alterations do not weaken it.

Because the building is shared, the paperwork reaches beyond building control. The freeholder or managing agent will often require the sheets and the engineer's figures before a licence to alter is granted. See our structural calculations in City of London for the engineering side.

Competence, duties and the notice that lapses

Anyone carrying out design or building work must have the skills, knowledge, experience and behaviours (or organisational capability) to do it. In a flat refurbishment that includes whoever strips out and rebuilds, and the managing agent will often ask for evidence of it.

If you use a building notice instead of full plans, remember the lifespan: the notice ceases after 3 years if work has not started. On a shared building where access dates slip, we prefer full plans because the approved set stays fixed.

Where the scheme also needs engineering design, structural engineering in City of London can run alongside.

Why householder statistics barely apply here

The City decided 1 householder application in its latest published year. That is too small a sample to say anything useful, so we do not use it to forecast timing. For flats the better guide is the building's own history: previous alterations, the lease terms and any listing.

Services, ventilation and access in City flats

In many City flats the hardest part of the set is not the walls but the services. A new bathroom needs a drain with a fall to a shared stack, and ventilation that reaches outside through a duct that may already serve other flats. Part H governs the drain, Part F the ventilation, and both need the building's cooperation.

We draw the route from fitting to stack, with the invert level, the pipe size and the access points. Where a duct must pass through a fire-resisting floor, the sheets show how it is protected. Those details are what a managing agent asks to see before it will allow the work.

Access matters too. Part M is about level thresholds and usable doorways, and in a lifted block or a historic building the practical limits are different from those in a house. We draw what can reasonably be done and record where the building prevents more.

Finally, noise and working hours are often fixed by the lease or the building's rules. We include a short note for your contractor so that the programme is realistic from the start, and the sheets reach building control once, complete.

    Questions

Do I need building regulations drawings to alter a City of London flat?

Yes, for structural changes, layouts that affect fire escape, new drainage or ventilation, and some electrical work. Your lease may also require the sheets before it permits the work.

Can I alter a flat in the Barbican?

The estate is listed and has its own management guidelines, so consent comes first. Building Regulations drawings then follow the permitted scheme.

Why full plans for a flat?

A decided full plans set stays fixed even if access dates slip in a shared building. A building notice lapses after 3 years if work has not started.

How much do building regulations drawings cost in City of London?

From £845 including VAT, fixed up front. Building control fees are separate.
