Architectural drawings in Westminster begin with heritage

The listing breaks down as 205 at Grade I, 373 at Grade II* and 3,419 at Grade II. 1 World Heritage Site intersects the boundary, along with 28 registered parks and gardens.

For an owner this changes the order of work. A listed house needs separate consent for most alterations, inside and out, and the application must explain what is significant about the building. We draw the existing house in enough detail to support that explanation.

If your home is not listed it may still sit beside a listed neighbour, or inside a conservation area where changes visible from the street get close attention.

Article 4, trees and the council's design guidance

Westminster publishes 10 Article 4 directions, and the council records 685 tree preservation orders. A protected tree in a rear garden is a common reason a rear extension needs redesigning, so we look for them early.

The development plan is the City Plan 2019-2040 (2026). Two older guides remain on the council's list for householders: Roofs: a guide to alterations and extensions on domestic buildings SPG and Mews: a guide to alterations SPG. The council notes that they refer to policy that predates the current framework, so we use them for their advice on form and materials, and take the rules themselves from the plan.

Mews houses are a Westminster speciality. Their roofs, doors and ground-floor openings are tightly controlled, and a design that works in a terrace can fail in a mews.

Who lives where: flats, leases and permitted development

Just 10.2 per cent of the borough's 94,815 households live in a house, and only 27.4 per cent own their home. Most homes are therefore flats, and householder permitted development does not apply to flats.

A lease usually adds a second layer of approval. The freeholder or managing agent will often want to see the same drawings as the council, plus the technical set, before agreeing to a licence for alterations.

For the houses that remain, values are high. Terraced homes average £1,616,250 and detached houses £3,892,403 in the latest index, so every square metre of extension is worth taking seriously.

    How Westminster decides householder applications

In the latest twelve months Westminster decided 366 householder applications and granted 82 per cent. Only 79 per cent were decided on time, so allow longer than the eight-week target when you plan a programme.

Across every type of application the council decided 4,602 cases and granted 85.9 per cent. These figures describe the past, and they cannot tell you how your own house will be treated.

The council search is the best source for local precedent. We read decisions on your street as part of the constraints check, and a recent approval at a similar house is a useful point of reference.

    Levy bands and certificates

Westminster is in band 1 of the Mayor's levy at £96.97 per square metre for permissions granted this year. The borough levy is far higher, set out in the Westminster CIL Charging Schedule: £811.80/m² (Prime); £590.40/m² (Core); £295.20/m² (Fringe) [schedule rates £550, £400, £200]. Ask us to flag any liability early.

The council logged 138 lawful development certificates in the latest year. For works that fit permitted limits, a Lawful Development Certificate in Westminster from £645 gives certainty.

    Questions

    Is my Westminster house listed?

We check for free as the first step. The borough has 4,015 list entries, so the chance is real.

How much are architectural drawings in Westminster?

Householder planning drawings start at £745 including VAT. The council's fee is separate.

Does Westminster have a guide for roof extensions?

The council lists Roofs: a guide to alterations and extensions on domestic buildings SPG, though it warns that the guide predates the current policy framework.

Can I extend a flat in Westminster under permitted development?

No. Householder permitted development does not apply to flats, so an application is the normal route.
