M&E drawings in Westminster

Westminster is dense with listed buildings and conservation areas, and most of its homes are flats. That shapes everything about services design: where a duct can go, what can be seen from the street and who has to agree. We draw M&E drawings for Westminster homes that put those constraints on the page. Fixed quote after a free constraints check.

How we work on m&e drawings

Four steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    4. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

City Plan requirements that reach M&E drawings in Westminster

The City Plan, as most recently revised, has three requirements that touch services drawings. The energy policy asks major developments for an energy strategy that reaches net zero carbon through the Mayor's energy hierarchy, together with a cooling strategy, summarised in the council's list as Major: Energy Strategy + Cooling Strategy. The same policy adds a broader duty that every development is designed and operated to limit overheating, so a small scheme is not entirely outside it.

Water efficiency is the second. Residential development should meet 105 l/p/d, secured by condition. That figure becomes a schedule of fittings on our plumbing and services sheets, so the installer knows which tap, shower and cistern specification is intended.

The third is drainage. A sustainable drainage strategy goes with major schemes and with any scheme where the council asks, and its test is Major development; greenfield rate where possible. A roof terrace or a basement lightwell on a smaller project may prompt that request, so we raise it at quote stage and show any attenuation or pump on the M&E layout.

Flats, mews houses and the routes services take

Only 10.2 per cent of Westminster households live in a house, and only 27.4 per cent own their home. Most of our clients are leaseholders, landlords or the owners of a whole mews house, and each group has different limits. A leaseholder needs the freeholder's licence before a duct is cut, a mews owner needs to think about narrow party walls, and a landlord needs certificates.

Ventilation is easy to overlook. A flat on an upper floor, with the kitchen in the middle of the plan, cannot vent a hood outside without a long run, and a recirculating hood is treated as no hood at 60 l/s. Where there is a shared riser we use it, and where there is not we look for a route through a lightwell, a chimney flue that is no longer used or a ceiling void.

Prices here are high, with terraced houses averaging about £1,616,250, so owners expect refits to be carried out properly. A tidy M&E set avoids a trade starting work, finding a conflict and having to reopen a finished surface.

Delivery logistics shape the programme as much as the design. Some Westminster streets have loading restrictions, and some mews are reached through narrow arches, so a fan unit or a length of duct has to be small enough to carry in. We note the largest component and its route on the drawing, which lets the installer check before ordering.

Listed buildings, conservation areas and street-facing plant

Westminster has 4,015 listed building entries, 205 of them Grade I, and 56 conservation areas. The borough also publishes 10 Article 4 directions and 685 tree preservation orders, which matter for the mews gardens and squares where external cables and plant sit.

Internal services in a listed building need as much care as external plant. Every hole through a historic wall, every chase in a decorated ceiling and every new fixing to plasterwork shows on the drawing, and a conservation officer can compare it with the listed building consent drawings. Our architectural drawings in Westminster page covers the design and consent side.

The council decided 366 householder applications in its latest year and granted 82 per cent of them.

What our Westminster set includes and where it ends

We issue a power and lighting layout for each floor, a ventilation plan with each fan's duty, a short schematic of the circuits and an alarm layout. A bathroom extract is set at 15 l/s and shown beside its fan. Electrical work that falls within Part P is covered by the electrician's certificate, which follows within 30 days of completion.

Our drawings do not replace specialist design for a large plant room or a commercial unit. If a project includes either, we say so at quote stage and agree who covers it.

The set joins our building regulations drawings. For the heating and cooling design behind the layouts, see our MEP design service.

    Questions

Do Westminster flats need a licence for M&E work?

Usually, because new ducts, cores and pipework touch shared structure. We list the items the freeholder must approve on a notes sheet.

Does the City Plan overheating rule apply to a small flat refit?

The council's list sets the full strategy for major schemes, but the policy also asks every development to limit overheating, so we design ventilation with that in mind.

What do M&E drawings cost in Westminster?
