Structural engineering in Westminster
Structural engineering in Westminster is the design and sign-off of the frame, basement or opening that a mansion flat, stucco terrace or mews house needs, with the written structural statement the City Council requires. We provide it with your architectural drawings under a fixed quote after a free constraints check. The council checks the engineer's statement at validation, so it has to be right the first time.

How we work on structural engineering
Four steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Building regulations
Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.
Approval and hand-over
Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Westminster's structural methodology statement and what it must contain
The council's local validation list requires a structural methodology statement, self-certified by a suitably qualified engineer, for any basement excavation or significant structural alteration. The list item is summarised as All basements; engineer self-certified. For a basement the statement must also include a soil investigation, a geo-hydrology assessment and a drainage (SuDS) statement, so the engineer works alongside a ground specialist from the first week.
The City Plan then sets the standard the statement is held to. Basement developments must incorporate measures from the structural statement or the flood risk assessment to protect the existing building, nearby buildings and other infrastructure, including highway and railway tunnels: Safeguard existing, nearby, highway and railway structures. A signed engineer's certificate is not a formality here; the officer reads it against the drawings, and we write ours so the two match.

Construction impacts, neighbours and heritage on a Westminster site
An excavation application must also show reasonable consideration of construction impacts under the Code of Construction Practice, with a signed Appendix A form. Neighbours should be consulted first, and the council may ask for evidence of that engagement, including a timetable of works: Signed CoCP Appendix A; neighbour engagement evidence may be requested. We prepare the structural part of that timetable, because propping and underpinning sequence sets the programme.
Listed buildings get a policy of their own. The City Plan notes that excavation can damage listed buildings and archaeology and that basements can upset the hierarchy of spaces inside historic houses: Listed buildings: excavation damage and hierarchy of spaces. Where demolition is proposed, the sustainable design statement must also explain why retention is not possible: Demolition: justify why retention not possible. An engineer's opening-up survey is the strongest answer to both.
The heritage and values behind the requirements
The borough has 4,015 listed building entries, 205 of them Grade I, together with 56 conservation areas and 1 World Heritage Site. It also publishes 10 Article 4 directions and 685 tree preservation orders. Only 10.2 per cent of households live in a house, so most structural work is on flats and tall terraces.
Values explain why owners engineer carefully. Detached homes average £3,892,403 and terraced homes £1,616,250. In its latest twelve months of published figures the council decided 1,766 minor applications, granting 85.8 per cent, with 83.6 per cent decided in time or within an agreed extension. These figures describe the past and do not predict a decision on your site.
Roofs, mews and the party wall questions
Two council guides sit behind much of our Westminster roof and mews work: the Roofs: a guide to alterations and extensions on domestic buildings SPG and the Mews: a guide to alterations SPG. A mews house usually shares walls on both sides and has no space for a crane, so the structure must be designed to be built from inside with small sections. We detail temporary works and bearings with that in mind.
Shared walls bring the Party Wall etc. Act 1996, and notice for an excavation near a neighbour is 1 month. Our party wall notices service uses the structural drawings as the attachment, and our structural calculations in Westminster page covers the calculation package on its own.
How we work on a Westminster structure
We start with a free constraints check, covering listing, conservation area, Article 4 and the basement policy. An engineer inspects the building, agrees a structural strategy with the design and prepares the statement, calculations and drawings. A second chartered technologist checks that the structure fits the architectural set before submission, and the fixed quote is confirmed once the scope is agreed.
For the wider picture in the borough, see architectural drawings in Westminster. A borough where the same service starts from a different rule is Camden, and our structural engineering in Camden page sets that out. The council's residential levy, £811.80/m² (Prime); £590.40/m² (Core); £295.20/m² (Fringe) [schedule rates £550, £400, £200], is separate from our fee.

Questions
Does Westminster require an engineer's statement for every basement?
Yes. The validation list requires a structural methodology statement for any basement excavation or significant structural alteration: All basements; engineer self-certified.
What must a Westminster basement application include besides the structure?
A soil investigation, a geo-hydrology assessment and a drainage statement, plus a signed Code of Construction Practice form: Signed CoCP Appendix A; neighbour engagement evidence may be requested.
Does the council treat listed buildings differently?
Yes. Its policy recognises excavation damage and the hierarchy of internal spaces: Listed buildings: excavation damage and hierarchy of spaces.
Can I demolish and rebuild in Westminster?
Only with a statement explaining why retention is not possible: Demolition: justify why retention not possible. An engineer's survey supports that case.
