Garage conversion plans in Westminster

Garage conversion plans for a Westminster mews or house start at £695 including VAT. The council's own mews guide asks that when a mews building goes fully residential, garage parking is kept at 1 car per dwelling, behind a traditional timber door, so the drawings often keep the garage and convert the rooms around it.

    Westminster's mews rule for garages

Westminster's Mews SPG says that when mews dwellings are converted to entirely residential use, the council will seek retention of garage parking for at least 1 car per dwelling, behind a traditional timber door. It points the opposite way from the usual conversion.

For a design, that means the front of a mews garage is treated as part of the street's character, not as a blank opening to fill. We draw the timber door as found, record its width and detail, and plan the living space around a retained parking bay. Where the garage is already used as a room, we show the history and what the mews guide would still expect.

The council's other relevant guide is Roofs: a guide to alterations and extensions on domestic buildings SPG, which governs roof extensions on houses. If a garage conversion is part of a wider scheme that reaches the roof, that guide applies too.

Conservation areas, Article 4 and listed buildings

Westminster publishes 56 conservation areas and 10 Article 4 directions, and Historic England lists 4,015 entries in the borough. A mews can lie inside one of these areas, so even an invisible-looking change should be checked.

A listed mews house needs listed building consent for most changes to the fabric, and the door and its surround are part of that. We check each designation against your address before the survey and tell you which applies.

Houses are rare, so ownership matters

Only 10.2 per cent of Westminster households live in a house or bungalow. Householder permitted development does not cover flats, so a flat owner's garage usually needs an application, and a lease may need the freeholder's consent.

Mews houses are the exception, and a garage converted to a room there is a planning matter where the mews guide applies. We ask about title and lease at the first call, because they shape both the drawings and the order of work.

    How Westminster decides householder applications

Westminster decided 366 householder applications in its latest published year and granted 82 per cent, with 79 per cent decided within eight weeks or an agreed extension.

These figures cover every kind of household project and say nothing about one mews. We use them for timing only. The mews guide is the more useful evidence for a garage.

Technical drawings behind a historic frontage

Building Regulations apply to any room made from a garage. The energy rule is: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4. In a mews with a solid timber door kept in place, the insulation goes behind the door, so the section drawing shows how the thermal line sits inside the original opening.

The detection rule is: All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604. The escape rule for a bedroom is: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. Our building regulations drawings in Westminster show how these are met without changing a protected frontage. The council fee for a householder application is £548.

What we need, what you receive and nearby boroughs

Send us the lease or title, the decision notice and a photograph of the frontage with the door closed. We survey on one datum, show you the options in plan and agree the design in writing. Sheets are normally ready about a week after the survey, and a second chartered technologist checks each one.

Garage conversion plans in Westminster start at £695 with VAT included, fixed before you commit. If the council asks for changes, we redraw at no charge until approval. Our planning drawings in Westminster carry the application, and a Lawful Development Certificate in Westminster records a position that is clear.

    Questions

Can I convert a mews garage in Westminster?

The council's Mews SPG says that when mews dwellings go fully residential it will seek to keep garage parking for at least 1 car per dwelling, behind a traditional timber door. A full conversion of the garage is therefore not what the guide encourages.

Do I need planning permission for a garage conversion in Westminster?

Often, yes. With 56 conservation areas, 10 Article 4 directions and mostly flats, many garages fall outside permitted development.

How much do garage conversion plans cost in Westminster?

From £695 including VAT, fixed up front. The council fee is paid to the council separately.

Does the timber door have to stay?

The mews guide asks for garage parking behind a traditional timber door. We draw the door as found and design the room behind it.
