How we work on garden room drawings

Nine steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

    8. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    9. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Garden room drawings in Westminster begin with heritage

Westminster has 56 conservation areas, 10 Article 4 directions and 1 World Heritage Site, and Historic England records 4,015 list entries, 205 of them Grade I. The borough also holds 28 registered parks and gardens.

Against that backdrop the national order reads sharply. For a house in the grounds of a listed building: Garden buildings within the curtilage of a listed building are not permitted development. In a conservation area: On article 2(3) land, no outbuilding between a side wall and the boundary.

So we begin every Westminster job with the address, the listing and the conservation area appraisal. Only when those are clear do we look at the garden and decide whether a certificate is possible or an application is needed.

Mews houses, squares and small rear gardens

Garden space is thin in the borough. Domestic gardens account for only 7.9 per cent of the land in the government's generalised land use database, so a garden room usually means a terrace house with a rear garden, a mews courtyard or one of the larger houses with a proper plot.

The council's Mews: a guide to alterations SPG is the guidance for mews houses, and we read it for what it says about scale and character before designing anything in a mews yard. Its roofs guide, the Roofs: a guide to alterations and extensions on domestic buildings SPG, matters when the garden room is paired with a roof terrace or a new roof light.

We measure the courtyard, the walls and any trees on the survey, then draw the room with a green roof and a low profile so it sits below the wall line where we can.

    Trees and the coverage cap

Westminster publishes 685 tree preservation orders across 263 zones, and in a conservation area most work to a tree needs notice to the council first. A mature plane or lime beside a garden wall can fix the position of a building and decide the foundation.

The national coverage cap is the other practical limit: Buildings may not cover more than 50% of the curtilage (excluding the original house). In small gardens, an existing patio roof, cycle store or shed already uses some of the allowance. We add up what is there and tell you what is left.

Use is a further point: Use must be incidental to the house; not a separate dwelling; no verandah, balcony or raised platform. A room in a Westminster garden is usually a study, studio or gym, and we label it that way.

    How Westminster treats householder schemes

Westminster decided 366 householder applications in its latest published year, granting 82 per cent, with 79 per cent decided within the statutory period. Those are borough-wide figures for all home alterations, and context rather than a prediction.

The council's current plan is the City Plan 2019-2040 (2026), and it was adopted in 2,026. We write the heritage and design reasoning in terms of that plan.

The average Westminster home sold for £876,788, with a -20.7 per cent change over the past year. At these values, getting the permissions right is part of protecting the asset.

Getting materials into a Westminster garden

Access is a practical problem in central London. A house with no side passage means every panel, bag of concrete and length of timber goes through the front door and the hall. A room built from a prefabricated frame or structural insulated panels cuts the number of trips, and we say so on the drawings.

Where the garden is at the back of a terrace, we note the route and any need for a licence for skips or a crane. Neighbours are close in the borough, so we also set out noise and working hours in a short construction note that the builder can send round.

A party wall notice may be needed if a wall of the new room stands on or near a shared boundary. We explain that when we quote.

    Certificate, application and building control

A house that is neither listed nor in a conservation area may qualify for Class E, and a Lawful Development Certificate in Westminster gives written proof. Height wording is: Max 2.5 m if within 2 m of a boundary; otherwise 4 m dual-pitched roof or 3 m any other roof.

Often the route is an application, prepared as planning drawings in Westminster, with the national fee for works in an existing home's boundary at £272. A listed house may add listed building consent, and the borough's CIL, £811.80/m² (Prime); £590.40/m² (Core); £295.20/m² (Fringe) [schedule rates £550, £400, £200], is worth knowing about for a larger habitable building.

Building Regulations are a separate question. The larger exemption reads: Detached single-storey building up to 30 m², no sleeping accommodation, at least 1 m from the boundary or substantially non-combustible, is exempt. Otherwise, see our building regulations drawings in Westminster.

Roof terraces, rooflights and neighbouring windows

In dense streets, the garden room roof is often seen from the upper floors of neighbouring houses, so we treat it as a fifth elevation. A green or sedum roof with a low parapet looks better than a membrane, and a rooflight can be set to avoid glare for the houses behind.

If you also want a roof terrace on top, that is a separate design with its own tests for overlooking, and the council's roofs guidance applies. We say so before drawing, so the garden room is not designed twice.

    Price, checking and nearby boroughs

A set starts at £495 with VAT included. It includes the block plan, floor plan, elevations, a section and a materials note, and a heritage-aware design note for conservation area sites. A second chartered technologist checks every sheet and we redraw free of charge if the council asks for changes.

    Questions

Can I build a garden room in a Westminster conservation area?

Often yes, but not always as permitted development. The order restricts outbuildings between a side wall and the boundary in a conservation area, and an application is usually the safer route.

Is a mews courtyard treated like a garden?

For outbuildings the same rules apply to the plot, but the council expects mews character to be respected. We draw to that standard and check the mews guidance first.

How many listed buildings are there in Westminster?

Historic England records 4,015 list entries, which is why we check the listing for every address before quoting.
