Structural engineering in Islington

Islington's Georgian and Victorian terraces make structural engineering a council matter as well as a building control one, because every basement application needs a signed method statement. Fixed quote after a free constraints check. We prepare the structural design for the plans and for the council's checklist.

How we work on structural engineering

Four steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Building regulations

Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.

    4. Approval and hand-over

Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What the Basement Development SPD demands of the engineer

Islington writes several structural requirements into planning. The Local Plan's basements policy and the Basement Development SPD together require a structural method statement signed by a chartered engineer with relevant experience, and Islington records it as SMS signed by chartered engineer. The validation list asks for the statement and a construction management plan together: SMS + CMP for every basement.

The SPD says what the statement must contain. Site investigation covers 10 investigation topics, from geology and groundwater to trees and neighbouring basements. For the planning submission the design must reach RIBA Stage 3 design; existing structure appraisal, so an outline sketch falls short of the standard.

The movement limit is the hardest line for a terrace owner to meet: Damage limited to CIRIA C580 Category 2. Our engineer models the likely settlement of both party walls before the application, before any objection arrives.

SPD key principle (section 6): basements must be designed to safeguard the structural stability of the existing building, nearby buildings, trees and infrastructure. A Structural Method Statement (SMS) and a Construction Management Plan, endorsed by a suitably qualified person, are required with any basement application; the SMS must be signed by a Chartered Civil or Chartered Structural Engineer with relevant experience appointed by the applicant (para 6.5).SMS + CMP with every basement application—islington.gov.uk, Islington Basement Development SPD (January 2016), Section 6, paras 6.4-6.5, printed p.8 (PDF p.10)
SPD para 6.6: site investigations to inform design should cover site history, site survey of existing buildings and structures, underlying geology, groundwater level, current and historic watercourses, archaeological interest, existing trees, underground infrastructure, nearby listed buildings and nearby constructed or consented basements.10 investigation topics—islington.gov.uk, Islington Basement Development SPD (January 2016), Para 6.6, printed p.8 (PDF p.10)
SPD Appendix B: the SMS must include a desk study, an appraisal of the existing structure with drawings, a statement of the extent of site surveys with justification, and the rationale if no physical investigation (trial pits) is carried out. For planning submission the engineering design must reach Developed Design Stage (RIBA Stage 3), with outline general arrangement and details such as underpinning or piled wall drawings.RIBA Stage 3 design; existing structure appraisal—islington.gov.uk, Islington Basement Development SPD (January 2016), Appendix B, printed p.40-41 (PDF p.42-43)
SPD Appendix B: the SMS must assess short and long term movement of the property and adjoining and adjacent properties, limiting damage to a maximum of Category 2 in CIRIA Report 580 'Embedded Retaining Walls' (or as updated); it must also address ground conditions, groundwater, trees, drainage, flooding, vertical and lateral loads and integrity of existing structures.Damage limited to CIRIA C580 Category 2—islington.gov.uk, Islington Basement Development SPD (January 2016), Appendix B 'Design', printed p.41 (PDF p.43)
SPD Appendix B construction monitoring: the SMS must set out how construction will be overseen by suitably qualified persons; a condition on consent will require the certifying professional (or a suitably qualified replacement) endorsing the SMS to be retained for the duration of construction.Certifying engineer retained by condition—islington.gov.uk, Islington Basement Development SPD (January 2016), Appendix B 'Construction monitoring', printed p.41 (PDF p.43)

After consent: certification and site hours

The SPD continues past the grant of permission. A condition keeps the engineer who endorsed the design involved, with the council noting Certifying engineer retained by condition. The same SPD limits noisy work, recorded as Noisy works 8am-6pm Mon-Fri, 8am-1pm Sat, and requires the construction management plan to be approved before work starts.

That has a practical effect on programme and price. Piling rigs and underpinning cycles must fit inside permitted hours, so a basement in Islington takes longer on site than the drawings suggest. We tell you this when we quote, with the structural sequence set out in the method statement.

The housing stock that decides the engineering

Only 16.3 per cent of Islington households live in a house, and 26.7 per cent own their home, so the typical client holds a flat in a converted terrace or the lower floors of a house. A beam through a shared floor involves the freeholder and the upstairs neighbour as well as the council.

The borough has 1,050 listed buildings and 41 conservation areas, which is why so many Georgian streets carry both a listing and a conservation designation. In listed houses the engineering favours local repair, careful propping and the retention of original joists. Our house extension drawings in Islington cover the planning side of a rear addition.

Where a basement is not on the table, a rear opening still needs a beam designed to Part A, and a loft needs steel across the party walls. The building regulations drawings in Islington show how the design is submitted.

    How Islington treats householder planning

The council decided 337 householder applications in its latest year, granted 92.6 per cent and decided 98.8 per cent in time. Those are good numbers for a small, dense borough, and they set the tempo for a well-prepared structural package.

Statements prepared in advance can also reduce neighbour objections, since the main worry in these streets is the stability of the next-door house.

We write the engineering so that a neighbour can follow it. The party wall is shown with its existing condition, the sequence of underpinning bays is drawn, and the monitoring points are located on the plan. That gives the party wall surveyor something concrete to agree, and it gives you a record if a crack appears in a hallway next door months later.

Neighbours matter in a second way. Our party wall notices service serves the formal notices, and the structural drawings are what the surveyors attach to them. Serving early means the notice period runs while the planning application is decided, not after.

Georgian and Victorian structure: what we meet

Islington's terraces are largely solid brick with timber floors spanning front to back. The party walls carry the joists, the front and rear walls carry little, and the chimney stacks are heavy. An engineer reading that pattern knows where a beam can land and where it cannot, and which walls will want underpinning in short bays.

Many houses also sit on shallow footings over London clay, where seasonal movement is normal and old cracks are common. We record existing cracks before design starts, with photographs and crack-width marks, so that the baseline is agreed and the design can show it will not make things worse.

    Quote and next step

Send the address, photographs of the lower floors and any plans. We check the listing, conservation area and ground, then give a fixed quote for the engineering and the method statement. If you only need a beam sized, our structural calculations in Islington page is the narrower route, and architectural drawings in Islington gives the borough overview.

    Questions

Who can sign an Islington structural method statement?

A chartered civil or chartered structural engineer with relevant experience. The council's plan records it as SMS signed by chartered engineer.

Does a loft conversion in Islington need a method statement?

The statement applies to basements. A loft still needs structural design for building control and for the party walls.

How long does an Islington basement take to design?

Longer than other work, since site investigation and a developed design come before the application. We give a programme in the quote.
