MEP design in Tower Hamlets
MEP design in Tower Hamlets is services design for a borough of flats: only 12 per cent of its 120,539 households live in a house, and 23.1 per cent own their home. We design heating, ventilation, power and water for flats, conversions and the remaining terraces. Fixed quote after a free constraints check.

How we work on mep design
Four steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Building regulations
Technical drawings are coordinated with the structural engineer's calculations, the drainage and the planning conditions.
Approval and hand-over
Building control approval, then a next-steps pack covering the commencement notice, party wall timing and CIL.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Rules in Tower Hamlets that shape services design
The Tower Hamlets Local Plan 2031: Managing Growth and Sharing the Benefits was adopted in 2,020. Two of the council's supplementary documents bear on services: the High Density Living SPD and the Central Area Good Growth SPD. Both are about design quality in crowded areas, so the questions they raise are familiar ones: where do extract terminals discharge, how loud is rooftop plant and how does a ventilation strategy work when a flat has one aspect?
The council's water policy for new homes sets a cap of 105 l/person/day, so we choose taps, showers and cisterns on that budget and show the sum. Its overheating policy asks every scheme to avoid overheating and keep air conditioning to a minimum, with evidence for majors logged as Majors: 2030s mid-range climate analysis. For a single-aspect flat the London Plan cooling order is the most useful list: shade the glass, ventilate through whatever openings exist, use mass where available and cool mechanically only when nothing else works.
We summarise both in a short note that goes with the drawings. Planning officers in a borough with this much high-density housing tend to look for the reasoning, and a plain paragraph answers it.

Building regulations, layer by layer
The Approved Documents that shape most house projects, from structure to the application itself.
- A · Part A: structure
- Approved Document A: Structure, 2004 edition incorporating 2004, 2010 and 2013 amendments
- B · Part B: fire safety
- All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604
- C · Part L: insulation
- New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4
- D · Part K: stairs
- 2.0 m clear headroom over stairs
- E · Full plans application
- Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing
Single-aspect flats and shared risers
A kitchen or bathroom on an internal wall has no window to open, and Approved Document F therefore requires mechanical extract, with a rate set for each room. The question is where the duct goes. In many blocks a shared riser belongs to the freeholder, so we draw the route, name the riser and leave room for the managing agent to approve it.
Whole-dwelling ventilation is set by bedrooms, from 19 litres per second for one bedroom to 25 for two. Heat-recovery units are popular in sealed flats, and we place them where servicing is easy.
A heat pump in a flat usually means a communal system or a small rooftop unit, and the flow temperature is limited to 55 degrees Celsius for design. Where a block has a district heat connection we design the interface unit and the hot-water pipework to suit it.
Heritage in a borough with two world heritage sites
Tower Hamlets has 59 conservation areas, 64 Article Four directions covering 63 areas, and 2 world heritage sites. Historic England lists 916 buildings: 21 at Grade I, 39 at Grade II* and 845 at Grade II, and 39 entries are at risk.
In a terraced street inside one of those areas, a new flue terminal, vent or condenser on the front can need an application. The council also holds 72 tree preservation orders. We position plant at the rear or on the roof, give its sound data and keep any new route clear of the listed fabric.
Prices, land and what they mean for the project
A flat in the borough averages £430,120 and a terraced house £690,210. Over twelve months the average price moved -14.4 per cent, so owners are often improving to stay rather than trading up. Gardens are scarce too, at 7.4 per cent of land in the national survey, which makes a rooftop or side-passage position for plant the usual answer.
Planning figures for the latest year: 191 householder decisions with 92.7 per cent granted, and 427 minor decisions with 84.3 per cent granted. The householder count is small because most homes here are flats. We read the numbers for timing and never as a prediction.
The borough levy is zoned: £335.33/m² (Zone 1); £179.64/m² (Zone 2); £59.88/m² (Zone 3), with Mayoral CIL on top at an indexed £72.73 per square metre.
What the package contains and next steps
A Tower Hamlets package has a heating and hot-water strategy, ventilation layout with flow rates, power and lighting plans, a water and drainage schematic and plant locations. It is drawn into one model, and a second MCIAT technologist checks it. We give a fixed quote after a free constraints check.
For the borough's designations, read architectural drawings in Tower Hamlets. The drawings pair with building regulations drawings in Tower Hamlets and SAP calculations in Tower Hamlets. The national rules are on the MEP design page, and neighbours include MEP design in Hackney and MEP design in the City of London.

Questions
What water limit applies in Tower Hamlets?
The council's policy for new homes asks for 105 l/person/day. We set the fittings schedule to meet it.
How do you ventilate a bathroom with no window?
With mechanical extract at the rate Approved Document F sets for that room, ducted to outside along a route we draw in the model.
Does a single-aspect flat need a cooling hierarchy?
Major schemes need overheating analysis (Majors: 2030s mid-range climate analysis). We follow the cooling order for every single-aspect flat, since one aspect overheats quickly.
How much does MEP design cost in Tower Hamlets?
Fixed quote after a free constraints check. The price depends on the home and the systems you want.
