Conservation areas decide most lofts in Hammersmith and Fulham
The council does not publish a loft-specific headroom or dormer-size figure that we can quote, so the main local rule is geographic. Hammersmith and Fulham has 47 conservation areas, and the national permitted development right for roof enlargements does not apply in any of them.
In a terraced street, a conservation area boundary can run down the middle of a street, so two houses that look identical can have different routes. We read the boundary against your address before we suggest anything.
Where the house falls outside, permitted development may be available if the loft stays within the volume limit, stays off the front roof slope and adds no balcony. A Lawful Development Certificate in Hammersmith and Fulham confirms it. Where it does not, the loft goes to householder planning, drawn as in our planning drawings in Hammersmith and Fulham.

Loft enlargement in section: the permitted development limits
A dormer on the rear slope, with the limits that decide whether it needs planning permission.
- A · Extra roof volume allowed
- 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume
- B · Set-back from the eaves
- Original eaves maintained; enlargement set at least 0.2 m from the eaves measured up the roof slope, so far as practicable (not required for hip-to-gable or roofs joining a rear/side extension)
- C · Height limit
- No part higher than the highest part of the existing roof
Flats and houses
Only 24.6 per cent of households in the borough live in a house, and 32.1 per cent own their home. Where a house has been converted into flats, the loft is rarely a private space.
Permitted development for a roof enlargement applies to houses, not flats, so a converted building needs planning permission and usually the freeholder's consent. We ask about the lease, the roof space and any shared ownership before we spend time on design.
Historic England lists 268 entries in the borough, and a listed house also needs listed building consent for roof alterations.
Surveying a London terrace roof
A terrace roof may have a rear outrigger, a butterfly or valley roof between two pitches, shared chimney stacks and party walls that rise above the slate. We survey all of it: ridge height, pitch, rafter depth, the outrigger and the existing stair, set on one datum with the floors below.
That survey shows how much new floor a rear dormer or an outrigger roof can add, and where the stair lands. The structural engineer works from the same measurements, and the later building regulations drawings in Hammersmith and Fulham agree with the planning set.
Party walls matter here too, because a dormer on a terrace usually needs to bear on or close to a wall shared with a neighbour. We flag early when the project will need a party wall award.
The same goes for neighbours' light and outlook. A new dormer is visible from the gardens behind, and in a close-knit street an objection from next door can slow a decision, so we show clearly how far the dormer sits from each boundary and how it relates to the windows beside it.
Timing at Hammersmith and Fulham council
The council decided 506 householder applications in its latest published year and granted 97.8 per cent. Only 79.8 per cent, however, were decided within eight weeks or an agreed extension.
That timing figure is a reason to allow extra time. The figures cover all household projects in the borough and do not predict yours, but they are good reason to submit a complete, well-explained set the first time, because a request for more information resets the clock.
What the drawings include and what they cost
A loft set for the borough shows the existing and proposed floor plans, the new stair, the roof in section, all four elevations and the location and block plans. Loft conversion drawings start at £695 including VAT, fixed before you commit, and are normally ready about a week after the survey.
A second chartered technologist checks every sheet before it goes anywhere. If the council asks for changes, we redraw at no extra charge until the application is decided.
