Ealing's residential extensions guidance and your loft

The council's main householder document is SPD 4 - Residential extensions. It is the guidance officers pick up when a loft, dormer or rear extension arrives on a house, and it sits under a policy base made up of the Ealing Local Plan: Development (or Core) Strategy DPD (2012), with Development Sites DPD and Development Management DPD (December 2013). That framework dates from 2,012, and the supplementary guidance carries the design detail.

We do not quote a single headroom or dormer-size figure for Ealing, because the council does not publish one as a hard number. What matters in practice is whether the new roof form looks like part of the house: proportioned to the roof slope, set back from the eaves and ridge, and consistent with how neighbours have altered theirs.

For your design, that means we look at the rest of the street before the house itself. If a run of similar semis already has dormers, a matching one is far easier to argue for than the first on the road.

Conservation areas, listed houses and the route to consent

Ealing has 31 conservation areas and Historic England lists 309 entries within the borough. Inside a conservation area the national permitted development right for roof enlargements does not apply, and a listed house needs listed building consent on top of planning permission.

Outside those areas many houses can still use permitted development, if the extra roof volume stays within the national limit, the front slope is untouched and there is no balcony. When we think a house qualifies, a Lawful Development Certificate in Ealing gives you written proof. Where it does not, the project is drawn as a householder application, as set out in our planning drawings in Ealing.

A small part of the borough, about 6 per cent, is Green Belt. A loft inside an existing roof seldom raises Green Belt questions, though a larger dormer might.

    Surveying a typical Ealing roof

Around half of Ealing's households, 50.3 per cent, live in a house, with the rest in flats and maisonettes. A loft is only a simple project on some of them. For converted houses split into flats, the roof may belong to the freeholder or be shared between several leaseholders.

We survey the roof as it stands and set it on a single datum with the floors below: ridge height, rafters, chimney breasts, party walls and the line of the existing stair. The survey tells us how much floor space a dormer or hip-to-gable change can add and where the new stair can land.

That one set of measurements then carries through to the structural engineer and to the later building regulations drawings in Ealing, so the planning set and the construction set agree.

    How Ealing decides householder applications

Ealing decided 946 householder applications in its latest published year and granted 87.2 per cent. 95.3 per cent were decided within eight weeks or an agreed extension.

That is a busy householder desk and a fair record on timing, but the figures describe every kind of household project in the borough. We use them to plan your timetable, never to promise an outcome.

What the loft drawings include and what they cost

An Ealing set has the existing and proposed floor plans, the new stair, the roof in section, all four elevations and the location and block plans. Loft conversion drawings start at £695 including VAT, with the fee agreed before you commit. Drawings are normally ready about a week after the survey.

A second chartered technologist checks every sheet before it goes to the council, and if officers ask for changes we redraw at no additional charge until the application is decided.

    Questions

Do I need planning permission for a loft conversion in Ealing?

It depends on the address. A roof enlargement is not permitted development in any of Ealing's 31 conservation areas, and flats have no such right. Many houses elsewhere can use it, which a Lawful Development Certificate can confirm.

Which Ealing guidance applies to a loft or dormer?

The council's SPD 4 - Residential extensions, with the Ealing Local Plan: Development (or Core) Strategy DPD (2012), with Development Sites DPD and Development Management DPD (December 2013) behind it. Ealing does not publish a single headroom figure for dormers, so we design to the guidance and the street.

How much do loft conversion drawings cost in Ealing?

From £695 including VAT, fixed before you commit. Any council application fee is paid to the council separately.

Can I use permitted development for a loft in a converted flat?

No. Permitted development for roof enlargements applies to houses, not flats. A converted building needs planning permission and the consent of the freeholder.
