Two-storey rear extension under construction on a semi-detached house

Double-storey extensions in Hammersmith and Fulham

The number of conservation areas is the figure that matters most: 47 of them, so heritage is the first constraint we check. The rule that follows is: No rear extension of more than one storey under PD on article 2(3) land.

Outside those areas the national limit is the test: Over one storey: max 3 m beyond the original rear wall and not within 7 m of the rear boundary. Where a rear garden is shallow, the distance to the rear boundary bites sooner than the depth limit. We measure the garden before we price the design, because it decides whether a certificate is possible.

Where an application is needed, it is judged on the roofline, the neighbours' light and the street scene. A first-floor extension set in from the boundary and below the main ridge reads more easily than one that copies the full footprint below, and we draw both so you can compare.

Heritage and the plot in Hammersmith and Fulham

Historic England lists 268 entries in the borough, and 15 places are on its Heritage at Risk Register. Listed houses need listed building consent, and a house beside a listed neighbour is judged on its effect on that neighbour.

For context, domestic gardens account for 17.1 per cent of the land in the Greater London Authority's land-use survey. On small plots a second storey is judged hard on overlooking and enclosure, so we test sightlines to the neighbouring windows on the model.

A high grant rate and a slow clock

Hammersmith and Fulham decided 506 householder applications in its latest published year and granted 97.8 per cent. Only 79.8 per cent were decided within eight weeks or an agreed extension.

That is a high grant rate with a timing figure to plan around: allow for a decision that may run past the statutory period. The figures cover all householder work and say nothing about one house, so we use them to set expectations on timing and not to predict an outcome. A realistic programme allows for the wait and for any changes the officer requests.

    Windows, fire and shared walls

Upper-floor side windows must be: Upper-floor side windows obscure-glazed and non-opening below 1.7 m above floor. A new first-floor bedroom needs: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. The roof follows this rule: Roof pitch of a 2+ storey enlargement to match the original house so far as practicable.

Terraces share walls, so the notices matter: Party structure notice at least 2 months before work. Foundations near a neighbour bring: Adjacent excavation notice at least 1 month before work: within 3 m and deeper than the neighbour's foundations, or within 6 m and cutting a 45° line from their foundations. Our party wall notices service prepares both.

    Price and what you receive

Drawings start at £1,295, VAT included, fixed before you commit. You receive plans of both floors, elevations, sections and location and block plans, each checked by a second chartered technologist. The council's householder fee is £548. If officers ask for changes we redraw at no charge until approval.

Our planning drawings page explains the application route. Where the extension fits within permitted development, a lawful development certificate confirms it in writing, and we prepare the drawings that application needs as well.
