Ealing's double-storey extension rules for side and rear additions
The council's guidance is SPD 4 - Residential extensions, which supports its local plan. It treats rear and side additions differently. A two-storey rear extension should look subordinate and, where possible, step back from shared boundaries; a scheme that harms a neighbour's light, outlook or privacy will not be permitted.
For a two-storey side extension the guide is stricter. It asks for: 1 m set-back; 1 m from boundary; 0.5m ridge set-down. Those are the dimensions we put on the first-floor plan and the front elevation, because they decide how much width a semi-detached house can gain.
The first-floor set-back keeps the original front wall readable, and the ridge set-down stops the new roof reading as one long terrace. On a narrow plot that can take a real share of the width you hoped to gain. We show the compliant version and the version you would prefer, so you can see the trade-off before an officer does. For a rear addition we also draw the neighbouring windows on the plan, because the council's test is the effect on their light, outlook and privacy, and a picture of that is more persuasive than a paragraph.

The 45-degree test in plan

Permitted development and where it ends
Under the national rules, permitted development reaches: Over one storey: max 3 m beyond the original rear wall and not within 7 m of the rear boundary. Upstairs side windows must be: Upper-floor side windows obscure-glazed and non-opening below 1.7 m above floor. Both limits matter on semis where the garden is long but the house sits close to the side boundary.
Ealing has 31 conservation areas, and in them the right is removed: No rear extension of more than one storey under PD on article 2(3) land. About 6 per cent of the borough is Green Belt, which adds a proportionality test. We check each of these against your address first.
How Ealing has been deciding householder applications
Ealing decided 946 householder applications in its latest published year and granted 87.2 per cent. It decided 95.3 per cent within eight weeks or an agreed extension.
Domestic gardens cover 25.6 per cent of the borough, the Greater London Authority's land-use survey shows, a measure of how much open land sits behind homes. Historic England lists 309 entries, and a listed house needs consent in addition to planning permission. These are borough-wide figures and not a forecast for one house.
Fire, structure and neighbours
A first-floor bedroom needs an escape window: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. New walls, roof and floor must meet: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4.
Because a side extension at first floor sits close to the neighbour, party wall rules usually apply: Party structure notice at least 2 months before work. Our party wall notices service prepares the notices.
