What Harrow's planning rules mean for a loft

Harrow gives no single loft measurement that we can quote, so the local test is the design guidance as a whole. The development plan is the Harrow Local Plan 2021-2041, adopted in 2,026, and for household alterations the council also publishes its Residential Design Guide SPD. A loft proposal is read against both, so how the new roof sits in its street matters as much as its size.

This is a borough of houses: 65.4 per cent of households live in one. A loft job here often starts from a pitched roof with a chimney stack and a neighbour on one or both sides. We record those details first, because they decide whether a rear dormer, a hip-to-gable change or rooflights alone will fit.

The national limits sit underneath all of this. For permitted development the volume rule reads: 40 m³ (terrace house) / 50 m³ (any other house) additional roof volume. Earlier roof additions count towards that figure, so we ask what the house already has before we suggest a design.

Green Belt, listed houses and conservation areas in Harrow

Green Belt covers 22 per cent of the borough. A loft alone adds no footprint, but when it goes in beside a side or rear extension we check the combined size of the house against that policy before drawing either.

Historic England lists 295 entries in Harrow. A listed house needs listed building consent for most roof alterations, on top of any planning permission, and that changes both the drawings and the timetable. The same address check picks up conservation areas, tree protection and earlier planning history.

Surveying a Harrow roof before we design the loft

Semi-detached roofs in the same road often differ more than they look from the street. Ridge height, rafter depth, the line of the party wall and the position of the chimney breast all change how much usable room a conversion gives. We measure the roof and the floors below on one datum, so the drawings rest on your house and not on the one next door.

That survey also gives the engineer real figures for beams and bearings, and it shows where the new stair can land without cutting into a bedroom below. Changing the layout is far easier at this stage than once the sheets are drawn.

Stairs, fire safety and insulation in a Harrow loft

Building control looks at how people get up to the new room and out of it. For the stair, Approved Document K allows a concession in lofts: Loft conversions where 2.0 m cannot be achieved: 1.9 m at the centre of the stair, 1.8 m at the side (half width). A new storey also brings fire protection to the escape route, which usually means fire doors on the landing and a stair enclosure that shapes the plan.

The new roof must also meet the insulation standard for new elements, and thick insulation takes a few centimetres off the finished ceiling height. We show both in the section, then carry them into our building regulations drawings in Harrow so the planning and technical sets agree.

Permitted development or planning permission for a Harrow loft

Outside conservation areas, many Harrow lofts can be built under permitted development, provided the roof stays within the volume, does not rise above the existing ridge and adds no balcony. A Lawful Development Certificate in Harrow records that position in writing and is worth having when you later sell.

Where a conservation area, a listing or a front-slope dormer takes the permitted route away, the work becomes a householder application, drawn as described in our planning drawings in Harrow. We tell you which route applies at the free constraints check, before you pay for the full set.

How Harrow has been deciding householder applications

In its latest published year Harrow decided 917 householder applications and granted 81.7 per cent. About 93.7 per cent were decided within eight weeks or an agreed extension.

These figures cover every householder project in the borough, so they say little about one roof. We use them to plan around the eight-week clock, not to forecast a result.

What the Harrow loft drawings include and cost

The set shows existing and proposed floor plans, the new stair, the roof form in section and every elevation, with the location and block plans included. Loft conversion drawings start at £695 with VAT included, and drawings are usually ready about seven days after the survey.

A second chartered technologist checks each sheet before submission. If Harrow asks for changes, we redraw at no charge until approval.

    Questions

Do I need planning permission for a loft conversion in Harrow?

Not always. Outside the borough's 31 conservation areas, many loft conversions can be permitted development. Inside one, or on a listed house, you need an application.

Does Harrow's Green Belt affect a loft conversion?

Mostly when the loft comes with an extension. Green Belt covers 22 per cent of the borough, and we check the combined size of the house before drawing.

How much do loft conversion drawings cost in Harrow?

From £695 including VAT, fixed up front. Any council application fee is paid to the council separately.

How long does Harrow take to decide a householder application?

About 93.7 per cent of householder applications were decided within eight weeks or an agreed extension in the latest published year.
