Two-storey rear extension under construction on a semi-detached house

Havering's garage rule and what it means for a conversion

Havering's Residential Extensions and Alterations SPD says that garages should not project forward of the building line. It also asks for a distance of 6 m / 4.8 m from the highway edge, the first figure for a traditional or up-and-over door and the second for a roller door. The text is at paragraph 9.8.

That guidance is aimed at building garages, but it is the clearest statement of how the council sees a garage frontage. It tells you what the drive was designed to hold: a car standing clear of the road. If you convert the garage and lose the door, the drive is the only place left to park, and the officer will look at whether it still works.

We therefore dimension the drive on the block plan, mark where a car stands and show the new front wall to the building line. If the original drive was built to the shorter distance, we say so and plan the layout with you before the application goes in.

Green Belt, heritage and Havering's other limits

Green Belt covers 53 per cent of Havering, more than half the borough. A conversion within the existing garage walls adds no floor area, so it seldom raises a Green Belt point. An extension to the garage at the same time can, and we flag that early.

The borough has 11 conservation areas and 146 listed building entries. We check your address against both, because a single listed neighbour can matter.

Planning route for a Havering garage

Where the change is internal, or the outside is rebuilt in similar materials, it may need no planning permission. A Lawful Development Certificate in Havering records that in writing.

Where a planning condition requires the garage to stay as parking, or another control applies, the conversion needs householder planning, drawn as in our planning drawings in Havering. The council fee for altering a single dwellinghouse is £548, paid to the council on top of our fee.

Prior approval is a separate route for some extensions, covered in prior approval drawings in Havering.

    How Havering decides householder applications

Havering decided 985 householder applications in its latest published year, granted 85.9 per cent and decided 97.8 per cent within eight weeks or an agreed extension.

Its record on time is strong, which suits a straightforward garage job. It remains a borough-wide figure for all householder work, so it says nothing certain about your case.

Building regulations and the technical detail

Every converted garage needs building regulations approval. Insulation follows Approved Document L, the escape window and alarms follow Approved Document B, and ventilation follows Approved Document F. We show them together on building regulations drawings in Havering.

An integral or attached garage often has a single-skin wall to the house or the drive. The technical drawing shows the new insulated wall, the damp-proof course, the floor level against the hall and the drains, so the builder knows what is being priced.

    Price and what is included

Garage conversion plans in Havering start at £695, VAT included and fixed before you commit. The set includes existing and proposed plans, elevations, a wall and floor section and a block plan. A second chartered technologist checks every sheet, and if the council asks for changes we redraw at no charge until approval.

A garage turned into a separate flat is a larger job: see flat conversion drawings in Havering.

    Survey and design in Havering

Our survey of a Havering garage records the walls, the slab level, the drains and the depth of the drive back to the highway edge, because the council's guidance is written around that distance. We photograph the front and the neighbouring houses to show the building line.

The drawings follow: plans, elevations, a section and a block plan. A three-dimensional model shows the finished front, so you can judge it before building. You confirm the design in writing, and a second chartered technologist checks every sheet.

Drawings are normally ready about a week after the survey. We then handle the certificate or application and any officer questions. If the garage is part of a larger project, such as a rear or side extension, we draw the two together so the submission tells one coherent story.

    Questions

What does Havering say about garages?

Havering's Residential Extensions and Alterations SPD says garages should not project forward of the building line and need 6 m / 4.8 m from the highway edge, the first figure for a traditional or up-and-over door and the second for a roller door (paragraph 9.8).

Is Havering Green Belt a problem for a garage conversion?

Green Belt covers 53 per cent of Havering. A conversion inside the existing walls adds no floor area, so it seldom raises the question.

How much do garage conversion plans cost in Havering?

From £695 including VAT, fixed up front. Council fees are separate.

Do I need building regulations approval in Havering?

Yes, for every garage that becomes a habitable room, whether or not planning permission is needed.
