Havering's heritage and design guidance in practice
Havering has only 11 conservation areas, and Historic England lists 146 entries. The council's Residential Extensions and Alterations SPD still guides how an extension or roof alteration should look, and its Heritage SPD applies where a home is old or close to a heritage asset. Both are planning documents. They say what may be built, not how.
The building regulations set answers the second question. For a typical Havering home, that means a foundation design that suits the ground, a wall build-up that meets the energy rules, a roof or floor structure that carries the new load, and a drainage plan that joins the existing system without cutting across neighbours' land.
The technical set is where a design becomes buildable. We draw it from the same model as the planning sheets, so a change at either stage is picked up in both.

Extending a larger family house
Where a Havering house has a deep garden, or room at the side for a garage or a two-storey addition, that space brings its own technical choices. A long rear room needs a beam with a long span and daylight that reaches the middle of the plan. A kitchen-diner knocked through the back of the house needs ventilation that suits a larger open volume.
Where an extension joins an old garage or conservatory, we survey and draw how the new floor, wall and roof meet the old, because junctions are where cracks, damp and cold bridges appear. If you also plan to add a floor, the structural calculations in Havering show whether the existing walls can carry it, and our sheets carry the answer.
Loft conversions and bungalows
A bungalow or chalet-style house is often a cost-effective way to gain bedrooms. The loft or roof space is already large, and new rooms do not need to overlap the garden. Building control's checks are strict, though. The stair must give headroom and a safe landing. Rooms on a new upper floor need a way out in a fire, which means a protected route or an escape window of the right size. The floor needs enough strength for a bedroom.
Because the age and build of a roof are rarely on record, we begin every loft or roof project with a measured record of what is there. The set that follows shows each of these items on a plan and a section, so the inspector can see them without asking.
Insulation deserves a note, because loft rooms are exposed to heat and cold at the same time. We show the thickness and type of insulation between and over the rafters, the vapour control layer and the ventilation gap that keeps the roof structure dry, so the finished room is warm in winter and does not overheat in summer.
Decisions, timings and notices
Havering decided 985 householder applications in its latest year, granted 85.9 per cent and decided 97.8 per cent on time. That makes planning predictable, though the figures are history, not a forecast for your home.
Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. Once the work is approved you must give notice before you start, and the commencement rule also applies: Notify commencement within 5 days after work is regarded as commenced. We prepare full plans because the answer arrives before the builder orders materials.
Havering borders Essex, so some owners compare approaches on both sides of the boundary. The Building Regulations are national, which means the same technical rules apply here as across the border, and a set drawn well for one site is easy for your builder to follow on another. What differs is local: the soil, the sewer connection and the planning guidance that sits ahead of the technical set.
Prices and the levy in Havering
Building regulations drawings start at £845 with VAT included, fixed up front. A second chartered technologist checks every sheet before it is issued, and if the examiner asks for changes we revise the sheets at no extra charge.
A terraced house here averages £435,382 and a flat £251,321, so cost control matters. Havering is in band 3 of the Mayor's scheme at £30.3 per square metre, and the Havering Community Infrastructure Levy Charging Schedule sets £151.52/m² (Zone A, North of A1306); £66.67/m² (Zone B, South of A1306). We flag any levy in the handover pack, together with party wall timing where it applies.

Questions
Do I need Building Regulations approval for a loft conversion in Havering?
Yes. Even when planning permission is not needed, a loft conversion needs approval for the stair, fire escape, floor strength and insulation.
Is a Havering bungalow extension treated differently?
The Building Regulations are the same, but a bungalow often needs a new structure to carry an upper floor, and escape from a new bedroom above ground level needs careful design.
How long does building control take to decide?
Building control body must decide a full plans application within 5 weeks, or longer if agreed in writing. Plan with some slack in case questions arise.
How much do building regulations drawings cost in Havering?
From £845 including VAT, fixed up front. Building control charges are separate.
