What Barking and Dagenham says about garage conversions
The council's Residential Extensions and Alterations SPD deals with garages directly. Its position is that turning a garage into living space generally needs no permission unless a condition restricts it. Where permission is needed, the council may refuse it if the lost garage would push cars onto the street in an area where parking is already in high demand.
That wording gives the plans two jobs. They must show that the room works as a bedroom, study or kitchen, and they must show where the car goes instead. A dimensioned drive that takes a car clear of the pavement is the clearest evidence.
The borough also has the Becontree Estate SPD and Design Code, which governs the Becontree estate. That estate was laid out as a plan, so a new window or a different brick on one front can stand out in a way it would not on a mixed street. We draw the front elevation first and test it against the estate's pattern before we draw the room.

Finding a parking condition before you draw
Some estates were approved on the basis that the garage stays as parking. If your house is one of them, the decision notice carries a condition, and building the room without permission leaves you open to enforcement. We read the planning history of your address during the constraints check, before we quote, and tell you what we find.
If there is no condition, nothing about the conversion is a planning matter as long as the outside is left alone. If there is one, the route is a householder application, and the plans become the evidence that parking has been dealt with. The council fee for altering a single dwellinghouse is £548, paid to the council in addition to our fee.
Conservation areas and Article 4 in the borough
Barking and Dagenham publishes 4 conservation areas and 3 Article 4 directions, mapped as 3 separate areas. Where a direction removes permitted development for front alterations, even swapping a garage door for a window may need an application.
Historic England lists 49 entries in the borough. A listed house needs listed building consent for most changes to its fabric, and a garage attached to it can be covered by the listing. We check the address against all three before suggesting a route.
How the council decides householder applications
In its latest published year the council decided 388 householder applications and granted 66.5 per cent. Every one of them, 100 per cent, was decided inside eight weeks or an agreed extension.
A grant rate at that level is a reason to put the parking and front elevation evidence into the first submission. These figures cover every household project and say nothing about one house, so we use them to plan timing, not to forecast a result.
Census figures put 68.8 per cent of households in a house or bungalow, the kind of home the council's garage guidance is written for.
Building Regulations for a converted garage
Whatever the planning position, a garage that becomes a habitable room needs Building Regulations approval. A bedroom needs a way out in a fire, and the escape window rule is: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor.
The thermal test is just as firm: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4. A thin garage floor and a single-skin wall rarely pass without work, so the section drawing shows the insulation build-up, the damp-proof membrane and the new floor level against the house. Our building regulations drawings in Barking and Dagenham carry those details to building control.
What the plans include and what they cost
A Barking and Dagenham garage set shows the existing and proposed floor plan, the front and rear elevations, a section through the new floor and wall, and a block plan showing the parking left on the plot. The price starts at £695 with VAT included, fixed before you commit, and sheets are normally ready about a week after the survey.
A second chartered technologist checks every sheet before it goes out. If the council asks for changes, we redraw at no charge until approval. Where the position is clear, a Lawful Development Certificate in Barking and Dagenham puts it in writing, and where it is not, our planning drawings in Barking and Dagenham carry the application.

Questions
Do I need planning permission to convert a garage in Barking and Dagenham?
Usually not. The council's guidance says a garage conversion generally needs no permission unless a planning condition on the house restricts it. If there is such a condition, or the house sits under an Article 4 direction affecting the front, you apply.
Can the council refuse because I lose a parking space?
In high-demand areas it may. The council's Residential Extensions and Alterations SPD says permission can be refused where the lost garage would affect on-street parking. Showing where the car goes on the plot answers that.
How much do garage conversion plans cost in Barking and Dagenham?
From £695 including VAT, fixed up front. A council application fee, where one is needed, is paid to the council separately.
Does a converted garage need Building Regulations approval?
Yes, always. A store becomes a habitable room, so insulation, ventilation, fire detection and an escape window all come into play.
