HMO conversion drawings in Haringey

Haringey sets a floor-space bar before it will consider a house for HMO use: the policy permits conversion only where the original gross internal floor space is greater than 120m2. Our HMO conversion drawings in Haringey start from £995 including VAT, prepared by MCIAT chartered architectural technologists, and we measure the house before we design anything.

How we work on hmo conversion drawings

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

    Haringey's floor-space rule for HMOs

The council's Development Management policy on HMOs applies to small HMOs of three to six people inside the Article 4 area, as well as larger ones. It permits conversion only where the original gross internal floor space exceeds 120m2 and there is no harmful over-concentration of HMOs. Both conditions must be met.

The measurement is of the house as originally built. Extensions added later do not count, so the first piece of work is a floor-area calculation from historic plans and our survey. A small terrace in Tottenham or Wood Green may fall short, and we say so at the free check rather than after the fee is spent.

The Article 4 direction removes permitted development for small HMOs in the area mapped by the council. If your address is outside the mapped area, the national position that a change from C3 to C4 is permitted development may apply, and we confirm it before you rely on it.

What an HMO drawing set shows for Haringey

The set shows existing and proposed floors with every bedroom measured, shared kitchens and bathrooms, escape routes and alarm positions. In Haringey we add an original-floor-area schedule, so the officer can verify the threshold without a request.

Bedrooms are tested against the national sleeping-room figures: Sleeping rooms: at least 6.51 m² (one person over 10), 10.22 m² (two persons over 10), 4.64 m² (child under 10); floor under 1.5 m ceiling height not counted. Fire safety follows: All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604. Licensing sits outside planning and covers larger households: Licence required for an HMO occupied by 5 or more persons in 2 or more households.

The council's local plan framework is the Haringey Local Plan: Strategic Policies 2013-2026 (consolidated with 2017 alterations), with the Development Management DPD, Site Allocations DPD and Tottenham Area Action Plan, adopted in 2,013, so we cite the policy text itself.

    Haringey's application record

A change of use to an HMO is normally a minor application. Haringey decided 617 in the latest year, granted 82.2 per cent and decided 89.5 per cent in time. For householder cases it granted 90.3 per cent of 689 decisions.

Haringey's overall grant rate across all application types reached 85.2 per cent from 1,469 decisions in the Planning Statistics series. A borough-wide average says little about one house, so the evidence has to be on the page.

    Housing, heritage and protected land

38.9 per cent of Haringey households live in a house or bungalow and 37.2 per cent own their home.

There are 33 conservation areas and 25 Article 4 directions, and Historic England lists 289 buildings here. 21 entries sit on the Heritage at Risk Register. Green Belt covers 2 per cent of the borough.

If your house is in a conservation area, changes to the front elevation, such as an extra door or bin store, are judged for their effect on the street, and we draw them accordingly.

Levies, price and where to go next

Haringey's levy is zoned: £443.52/m² (Western zone); £276.16/m² (Central zone); £60.24/m² (Eastern zone). The Mayoral levy is band 2, at an indexed £72.73 per square metre for permissions granted this year. Check liability for a conversion without new floor area with the council.

The application is built on planning drawings in Haringey. For self-contained units rather than let rooms, see flat conversion drawings in Haringey. If you want to test a certificate route first, our lawful development certificates in Haringey page explains it.

We also draw HMO conversions in Barnet, and the borough overview is architectural drawings in Haringey.

We read the council's register at https://publicregister.haringey.gov.uk/pr/s/register-view?c__r=Arcus_BE_Public_Register for earlier HMO and conversion decisions near your address before we draw. The survey follows, then layouts in plan and 3D, and you choose one in writing before the design is frozen. A second chartered technologist checks each sheet, and we redraw at no charge until approval if officers ask for changes, without promising the outcome.
