How we work on hmo conversion drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.
Request a fixed quoteThe planning position on the council's own page
The council's Article 4 page for land-use classes covers one subject: Class E premises turning into homes. The finding for the small-HMO question is no HMO Article 4 direction on the land-use page. The national position therefore stands, and it reads: C3 to C4 is permitted development unless an Article 4 direction removes it.
The class is small by definition (Class C4: not more than six residents). Anything larger needs planning permission whatever the council has or has not directed. Camden also has other Article 4 directions, so check your street before assuming that the permitted route is clear.
We confirm the lawful use of the address first. A flat, a house with a planning condition, or a listed building can each change the answer.

The licence scheme that replaced the old one
The council's HMO page says a third borough-wide additional licensing scheme borough-wide from 8 December 2025. It applies to any property occupied by three or more people forming two or more households, and also to converted buildings that do not meet the Building Regulations standard for converted flats where fewer than half the flats are owner-occupied.
Operating a licensable HMO without a licence is an offence, and the council publishes changes to its standards between schemes, so a layout approved under the old scheme may need rework. We draw against the current standards.
Our HMO licence application pack builds on the same drawings, which is the saving for a landlord who is already paying for a survey.
What the drawings must resolve
We prepare existing and proposed plans with measured bedroom areas, the shared kitchen and bathrooms, the escape route and the fire detection layout. In Camden the typical building is a tall terrace or a mansion flat, and the stair is usually the constraint.
Only 13.3 per cent of households here live in houses, so many conversions are large flats or maisonettes, where the lease and the freeholder come into the picture along with the council. If structure must change, see structural calculations.
Heritage and the council's record
Camden has 40 conservation areas and 1,971 Historic England list entries, and 21 Article 4 directions of all kinds. Internal changes to a listed building usually need listed building consent.
Where an application is needed, it is a minor one. Camden decided 868 minor applications in the latest published year, granted 89.4 per cent and decided 80.3 per cent in time.
Levy and the alternatives
Camden sits in Mayoral levy band 1. A change of use with no new floor area may fall outside the levy, and the borough's own schedule applies to new floorspace.
To compare with self-contained flats, see flat conversion drawings in Camden. The borough overview is architectural drawings in Camden.
