How we work on hmo conversion drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.
Request a fixed quotePlanning consent or proof of use
The council's HMO page records that a borough-wide Article 4 direction is in place, which has removed permitted development rights for turning a single family home into an HMO. The page puts the consequence directly: to rent a house out as an HMO you must have appropriate planning consent, or prove established use.
That second limb is useful when you are buying a house that is already let by the room. We build the evidence file for a lawful-use case and, where consent is simply missing, we draw the application. Where the position is uncertain, a lawful development certificate can settle it first.
Larger shared houses sit outside the small-HMO class altogether. Always count the people the layout is designed for, not only the bedrooms.

A new licence scheme and its cost
Enfield's additional licensing scheme is borough-wide from 1 September 2025. The additional licence fee is paid in two parts, with a discount available on the second part for accredited landlords and for a good energy rating, so the quality of the building has a small financial effect on the licence.
Mandatory licensing sits above it for larger HMOs, with a fee that rises per extra lettable room. Every room you add to the plan therefore raises two costs: the build and the licence.
The licence is judged on the plan, so the layout, room sizes and fire provision drawn for planning should be the ones submitted. Our HMO licence application pack takes the approved drawings directly.
Why planning goes before the licence
Enfield says it takes planning status into account when it licenses. In the case of unauthorised use it will grant a licence for a shorter term, usually a two-year licence without consent. The landlord must then fix the breach within that period by returning to family use or obtaining consent.
The council also states that a licence does not mean the property has planning or building permission, and that the onus is on the applicant. We treat that as the working rule: consent first, licence second.
What the drawings must show
We provide measured existing and proposed plans, room areas, the shared kitchen and bathrooms, escape routes and storage for bins and bicycles. Enfield has a large stock of houses, 61.2 per cent of households, and most conversions are suburban semis and terraces where the garden and parking are part of the officer's reading.
Where you want more bedrooms than the house offers, our rear extension drawings in Enfield and loft conversion drawings in Enfield show how the shell can grow. Green Belt covers 37 per cent of the borough, which can limit extensions on its edge.
How Enfield decides minor schemes
A new HMO is decided as a minor application. Enfield decided 497 minor applications in the latest published year, granted 71.6 per cent and decided 79.1 per cent in time. Allow some margin in the programme for the share not decided in time.
The borough has 24 conservation areas. For comparison with self-contained flats see flat conversion drawings in Enfield, and for the borough overview architectural drawings in Enfield.

Questions
Does Enfield have an Article 4 direction for HMOs?
Yes: the council's page records a borough-wide Article 4 direction, so a single family home needs consent or proven established use to be let as an HMO.
When did Enfield's additional HMO licensing start?
The scheme is borough-wide from 1 September 2025 and covers smaller shared houses outside mandatory licensing.
What if my Enfield HMO has no planning consent?
The council will grant a shorter licence, usually a two-year licence without consent, and expects the breach to be fixed in that time.
