How we work on hmo conversion drawings
Seven steps from first call to approval.

Enquiry and constraints check
We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.
Measured survey
We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.
Design options
We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.
Design frozen
You choose an option in writing. Nothing changes after this without your say.
Independent check
A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.
Submission
We prepare the forms, certificates, fee and documents and submit through the Planning Portal.
Officer liaison
We answer the planning officer and make any amendments within five working days, at no charge until approval.
Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

Redbridge's concentration test for HMO conversions
The council's Housing Design Guide SPD sets assessment criteria for converting a house to an HMO. The figure that matters is in our table as 20% of road; 1 in 5: no more than one in five properties along any road may be shared houses, and only one house in any consecutive row of five. That is a count of real addresses on a real street, which is why we do it before a quote and not after.
The same document asks for a management plan and a transport statement with the application. The management plan says who looks after the house, how rubbish is handled and how noise complaints are dealt with. The transport statement answers the parking question honestly, with the nearest station, the bus routes and where bicycles will be kept. Both are short documents, but an officer treats a missing one as a reason not to start the clock.
The guide says a borough-wide Article 4 direction for small HMOs was being brought in, and the council's own Article 4 page confirms it has since come into force. We still confirm the direction's current status and boundary with the council in writing before you instruct us.

How the Redbridge count works on a real road
A count on one side of a road is not enough. The test is along the road, so we map every address on the street, mark the ones the council already knows are shared houses from its HMO licensing and planning records, and see where yours would sit in the row. A house between two existing HMOs fails the row rule even if the road total is low.
Where the count is close, the drawings can help the case: a larger house with generous shared space and few bedrooms sits more comfortably in a family street than a tight conversion. We would not force a number. If the street is already full, we say so, and you save the survey fee.
Two practical points follow. First, the count changes: a house licensed or approved next month moves your street closer to the limit, so we repeat it just before you apply. Second, the council's own register is the evidence, and a road that looks quiet on foot can already be full on paper. We would rather show you that on a map in week one than in an officer's refusal in week twelve.
Redbridge houses, gardens and what they cost
Redbridge has 103,713 households and much of the land is domestic garden: 27.4 per cent on the national land-use survey. Long rear gardens help an HMO, because bins, cycle storage and a laundry outbuilding can sit away from the front. The average house price is £481,297, a change of -2.7 per cent over twelve months, so a conversion is a considerable commitment and the drawings should be right the first time.
Parts of the borough are Green Belt, 34 per cent of its area, so check the boundary against your plot. A conversion inside the existing walls is not an extension, but any outbuilding for storage or a bedroom is, and Green Belt policy treats new buildings strictly.
Room sizes, fire and licensing for a shared house in Redbridge
Alongside planning there is licensing, which applies once five or more people from two or more households share. The room sizes in the licence conditions are legal minimums, and the drawings mark every bedroom area so the council's check is a matter of reading. We design above the minimum, since a bedroom that fits at one occupant fails the day a couple asks to move in.
Fire safety shapes the plan from the first sketch: the escape route from every bedroom, fire doors to the kitchen, and alarm positions. We draw them, rather than leave them to the builder, and say in the notes where a fire risk assessment is also wanted.
For the licence, a floor plan alone is not enough. The licensing team usually wants the kitchen layout with worktop and hob positions, the number of sinks and toilets against the number of occupants, and the heating and ventilation to each room. We note those on the drawings, so the planning set and the licence pack come from the same model and never disagree.
How Redbridge decides applications, and what we can promise
Redbridge decided 991 householder applications in its latest year and granted 82.8 per cent. For minor applications, which is where an HMO change of use is likely to land, it decided 387 and granted 69.8 per cent. Those are borough-wide figures for all kinds of minor work, so they describe how the council behaves, not what it will do with your house.
We never promise a decision. We do promise to answer officer queries and to redraw for free until approval. The site's heritage layers add their own checks: 16 conservation areas and 134 list entries, which we test per address.

Questions
What is Redbridge's rule for HMOs on a street?
The Housing Design Guide SPD allows no more than one in five properties along a road, and one in any consecutive row of five, to be converted. We count the street before we quote.
What documents does Redbridge ask for with an HMO application?
A management plan and a transport statement, alongside the drawings. We prepare the drawings and tell you what the other two need to say.
How much are HMO conversion drawings in Redbridge?
From £995 including VAT. The council's application fee is separate.
Does Redbridge have an Article 4 direction for HMOs?
Yes. The council's page shows a borough-wide direction for small HMOs in force, so turning a family house into a shared house needs an application. We confirm the position for your address before you commit.
