Haringey's guidance on double-storey extensions
For South Tottenham the council has adopted the House extensions in South Tottenham SPD (revised). On additional floors above two-storey rear projections its position is that they are strongly discouraged. Outside that area the general policy applies: the extension should be subordinate, respect the neighbours' light and outlook, and fit the street.
That difference matters before you commission anything. A house in South Tottenham with an existing two-storey back addition cannot assume it may go higher, whereas a similar house elsewhere in the borough is judged on the general tests. We check which guide covers your address and design to it from the first sketch. If the guide applies, we show the options that stay within it, such as a single-storey rear addition or a loft, beside the two-storey version.
The wider policy base is the Haringey Local Plan: Strategic Policies 2013-2026 (consolidated with 2017 alterations), with the Development Management DPD, Site Allocations DPD and Tottenham Area Action Plan. Nationally, permitted development reaches: Over one storey: max 3 m beyond the original rear wall and not within 7 m of the rear boundary. Where that is too small for the brief, the application has to make the case for the extra floor on its merits.

Article 4 directions and conservation areas
Haringey has 25 Article 4 directions, and 33 conservation areas. Within a conservation area: No rear extension of more than one storey under PD on article 2(3) land. An Article 4 direction removes other permitted development rights in its area.
Historic England lists 289 entries in the borough, and 21 places are on its Heritage at Risk Register. For a listed house we draw to the extra standard that listed building consent demands. Around 2 per cent of Haringey is Green Belt, so a few plots face the proportionality test as well.
How Haringey decides householder applications
Haringey decided 689 householder applications in its latest published year and granted 90.3 per cent. It decided 94.3 per cent within eight weeks or an agreed extension.
Those figures include every kind of householder work and tell you nothing about a particular house. They are a guide to timing. What decides your own application is the drawing set itself: how the extension sits beside the neighbours, how it meets the relevant guide, and how clearly the plans show both. Domestic gardens make up 26.6 per cent of the borough's land in the Greater London Authority's land-use survey, a borough-wide measure and not a guide to one plot.
Building details for the upper floor
Upper-floor side windows must be: Upper-floor side windows obscure-glazed and non-opening below 1.7 m above floor. A first-floor bedroom needs: Escape window: unobstructed openable area at least 0.33 m², at least 450 mm high and 450 mm wide, bottom of opening no more than 1100 mm above floor. New walls, roof and floor must meet: New elements in existing dwellings, limiting U-values W/(m²·K): roof 0.15, wall 0.18, floor 0.18, windows 1.4 (or WER Band B), doors 1.4.
Shared walls need: Party structure notice at least 2 months before work. Our party wall notices service prepares the notices and the drawings that go with them.
