Haringey's local plan, South Tottenham SPD and what they mean for a loft

Haringey does not publish a headroom or dormer-size rule for lofts that we can quote as a figure. The borough's guidance is spread across the Haringey Local Plan: Strategic Policies 2013-2026 (consolidated with 2017 alterations), with the Development Management DPD, Site Allocations DPD and Tottenham Area Action Plan, adopted in 2,013, and one area-specific document, the House extensions in South Tottenham SPD (revised), which applies in that part of the borough.

That second document matters if your house is in South Tottenham, because it sets expectations for extensions in that area that do not apply elsewhere. We check the postcode before design, because roof alterations there are read against the area guidance as well as the borough-wide policy.

Elsewhere, the question is mostly how a dormer or hip-to-gable change sits with its street. We study the neighbouring roofs first, noting any dormers that already have consent and how they were treated, then show the proposal against them in the elevations, so the officer sees the change in context. Where a street has a strong, regular roofline, keeping the new work low and set back is usually wiser than testing how far the guidance will stretch.

Conservation areas, Article 4 and listed buildings

Haringey has 33 conservation areas, and a roof enlargement is not permitted development inside any of them. The borough has made 25 Article 4 directions as well, and each can withdraw particular rights from the addresses it covers.

That is why we check the address first. If the house is clear, a Lawful Development Certificate in Haringey confirms the loft in writing. If not, we prepare a householder application, drawn as in our planning drawings in Haringey.

Historic England lists 289 entries in the borough, and a listed house also needs listed building consent for roof alterations.

Houses, flats and the Victorian terrace

38.9 per cent of Haringey households live in a house and 37.2 per cent own their home.

Permitted development for a roof enlargement covers houses, so a flat is a planning matter, and the roof usually belongs to the freeholder. We establish ownership before we draw. For a whole house, the survey records ridge height, pitch, rafters, party walls, chimney stacks and the position of the stair, on one datum with the floors below.

From that survey we can say how much floor a rear dormer or an outrigger roof can add, and where the stair lands. The engineer works from the same measurements, and the later building regulations drawings in Haringey agree with the planning set.

    How Haringey decides householder applications

Haringey decided 689 householder applications in its latest published year and granted 90.3 per cent. 94.3 per cent were decided within eight weeks or an agreed extension.

They cover every type of household project and are not a forecast for one roof. A grant rate like this still depends on a clear submission, and we draw with that in mind.

Questions from the case officer tend to be practical ones: how far the dormer is set in from the party walls, what it is clad in, whether the front slope is untouched and whether any window faces a neighbour. We answer each of them on the drawings, so the file reads as complete from the day it is validated and the officer has little reason to stop and ask.

What the drawings include and what they cost

A Haringey loft set shows the existing and proposed floor plans, the new stair, the roof in section, all four elevations and the location and block plans. Loft conversion drawings start at £695 including VAT, agreed before you commit, and are normally ready about a week after the survey.

A second chartered technologist checks every sheet before submission. If the council asks for changes, we redraw at no extra charge until the application is decided.

    Questions

Do I need planning permission for a loft conversion in Haringey?

It depends on the address. A roof enlargement is not permitted development in any of Haringey's 33 conservation areas, and its Article 4 directions can remove rights elsewhere. Flats have no right at all.

What is the South Tottenham SPD?

It is the council's House extensions in South Tottenham SPD (revised), guidance for extensions in that part of the borough. We check whether your address falls within it before we design.

How much do loft conversion drawings cost in Haringey?

From £695 including VAT, fixed up front. Council fees are paid to the council separately.

How likely is Haringey to grant a householder application?

90.3 per cent were granted in the latest published year. That covers every household project, so it describes the borough, not any one house.
