Planning consultant in Sutton

Sutton granted 91.8 per cent of its householder applications in the latest year, yet its minor schemes fared far worse at 76.5 per cent. That gap is where a planning consultant earns the fee. We advise Sutton homeowners on a fixed quote after a free constraints check, and our MCIAT chartered architectural technologists draw the scheme you are advised to build.

How we work on planning consultant

Seven steps from first call to approval.

The same model cut through the middle: every floor, the stair, the chimney breasts, the new mansard, rear extension and basement in section
Section through the model: every floor on one datum.
    1. Enquiry and constraints check

We check the property against conservation areas, listed status, Article 4 directions, tree preservation orders, flood zone and planning history. We choose the right route and send a fixed quote.

    2. Measured survey

We survey the house on one datum: rooms, levels, boundaries, drains, trees and the neighbours' windows that the 45° and 25° tests depend on.

    3. Design options

We model the house in Revit and show you options in 3D and plan, with the planning strategy and the precedents in your street.

    4. Design frozen

You choose an option in writing. Nothing changes after this without your say.

    5. Independent check

A second chartered technologist checks every sheet against the council's validation checklist and the policy. A senior review signs it off before anything is submitted.

    6. Submission

We prepare the forms, certificates, fee and documents and submit through the Planning Portal.

    7. Officer liaison

We answer the planning officer and make any amendments within five working days, at no charge until approval.

Free redraws until approval. Every drawing set is checked independently, and the checker is never the person who drew it.

What the Sutton Local Plan and its extension guidance say

The development plan is the Sutton Local Plan 2016-2031. For an extension to a house, officers look first at the Design of Residential Extensions SPD, and for anything larger or more visible they turn to the Urban Design Guide SPD.

A consultant reads the two together before the first sketch. The extension guidance sets the basic rules on depth, height and relationship to the neighbours. The urban design guide asks the wider question of whether the street would be better or worse for the change.

Sutton also has an Article 4 direction on houses in multiple occupation, so a plan to let rooms to sharers should be tested before purchase or conversion, not after.

Reading Sutton as a suburban borough

Houses make up 62.9 per cent of the households here, so most casework is the familiar suburban mix: rear extensions, lofts, side additions and the occasional plot split. Permitted development does a lot of the work, which is why the route question is half of every job.

Constraint is lighter than in central London but not absent. The council publishes 8 conservation areas, and Historic England lists 209 entries, with 7 on the Heritage at Risk register.

Green belt is the sharper limit where it applies. About 14 per cent of the borough carries that designation, and there an extension has to be proportionate to the original house or the applicant must show very special circumstances.

The gap between householder and minor decisions

Sutton decided 601 householder applications in the latest twelve months, granted 91.8 per cent and decided 94.8 per cent in time.

Minor applications, which include small new homes and conversions, number 196 decisions with 76.5 per cent granted and only 87.8 per cent decided in time. Delay and refusal are both likelier once a scheme moves out of the householder class.

So the value of advice depends on the project. For a standard rear extension we may simply tell you to commission drawings. For a conversion or a new house, we map the policy risks before you spend on a full design.

Planning consultant in Sutton: what happens after you send an address

We check designations, tree orders, planning history on the plot and any appeal decisions nearby. You receive a short written view on the route and the main risk, and if the job is plainly a drawings job we say so and do not sell you consultancy.

If advice is needed, we scope it in writing. The note names the policies that will decide the case, the documents the council will want and what each costs, so you can drop anything that is not essential.

The statement and sheets are then written together, checked by a second chartered technologist, and submitted. We stay on the case with the officer until a decision.

What a Sutton planning statement actually argues

A statement is not a summary of the drawings. It sets out the site and its surroundings, names the policies that apply, and explains for each why the scheme complies. Where the scheme departs from guidance, it says so and gives the reason.

Typical departures on a suburban house are depth beyond the guidance on a semi-detached rear extension, a loft dormer that reads as a second storey from the street, and a side extension that closes the gap between houses. Each can succeed with a good reason and fail without one.

We write for a busy case officer: short, specific and referenced to the guidance, with every figure traceable to a source.

Levy, fee and what to budget

Sutton sets a single borough-wide residential levy, £100/m² (Residential, borough-wide) at the schedule rate before indexation. Householder extensions are normally relieved, but new homes are not, and the charge is calculated on new floor space.

The council fee for a householder application is £548. We confirm the fee and the local validation list before submission so the application is not returned unvalidated.

For the next step, see our planning drawings in Sutton and, if you want to prove that a project needs no permission at all, our lawful development certificates in Sutton.

    Questions

Does a house extension in Sutton need a planning consultant?

Usually not for a standard rear extension. A consultant helps when the site is near green belt, in one of the 8 conservation areas, or when the scheme is a conversion or new home.

What share of Sutton householder applications are granted?

The council granted 91.8 per cent of 601 householder decisions in the latest twelve months. We make no promise about any single scheme.

    Is Sutton green belt?

About 14 per cent of the borough is covered by green-belt polygons, so check your address before assuming normal extension rules apply.

How much does a Sutton planning consultant cost?

We give a fixed quote after a free check of the address. The council fee for a householder application is separate, at £548.
